Upper Kirby Construction
Demolition Continues Between Argonne and Dickey
Westheimer Reconstruction East
Project Boundaries

Westheimer

Paving, Drainage and  Streetscape Improvements Project:

Duct bank installation began this week on Westheimer between Argonne Street  and Dickey Place, an effort that will eventually bring overhead utility lines underground on Westheimer between Shepherd and Buffalo Speedway.

Work this week focused on continued demolition between driveways and the beginnings of telecommunications duct bank installation that will eventually be joined by  a parallel Center Point electric duct bank on the north side of Westheimer between Shepherd and Kirby.

Efforts between Argonne and Dickey will likely continue on the north side of Westheimer for the next two weeks. As work crosses driveways, access will be down for one to two hours while pavement is removed and the driveway area will be plated for temporary access. Ducts will be installed under the plates and then driveways will be disrupted for another one to two hours while the driveway area is back-filled with temporary material and the plates are removed.

Utility work between Kirby and Shepherd will last approximately four months. Over that time, installation will take place in 1000-foot sections moving east from Argonne toward Shepherd. Crews will then jump back to Kirby and construct ducts between Kirby and Argonne on the south side of Westheimer. Motorists will be restricted to one lane in either direction to get around the construction zones.

Once the underground duct banks are constructed, the roadway will be temporarily paved and striped allowing full vehicular access while CenterPoint and the telecommunications companies reconnect services underground. The duration of this reconnection work will be up to the utility providers though 45 to 90 days is typical.

While the various utility companies work to reconnect the eastern half of Westheimer, the Upper Kirby Redevelopment Authority (UKRA) will aim to begin duct bank construction between Kirby and Buffalo Speedway. The UKRA expects to bid this western section of Westheimer later this summer.

Once the utilities have been removed and the lines brought underground east of Kirby, Upper Kirby will move forward with drainage and underground infrastructure improvements followed by complete repaving of the roadway. The project will also entail the installation of a pedestrian-oriented streetscape similar to the treatment provided on the recent Kirby Drive and Buffalo Speedway projects. Roadway reconstruction is anticipated to begin in January 2014 and last approximately 10 months.

US 59 Frontage Road Reconstruction 610 to Shepherd

The Texas Department of Transportation is reconstructing frontage roads between 610 and Shepherd.

Work will include the complete replacement of frontage road and underpass pavement as well as new sidewalk installation. Work is being undertaken between intersections with crews working on intersections over nights and weekends in an effort to minimize disruption.

Work began between 610 and Weslayan on June 24th and is expected to run through the end of August. Crews have already begun concrete work on the outside lanes in both directions in this first area and will be continuing with that effort over the coming week.

Work between Weslayan and Buffalo Speedway began on July 18th and is expected to continue roughly through the first part of October. Crews here have begun demolition on both sides of US 59. Workers are starting on the curbside lanes along both the north and south sides of US 59 and are pushing traffic down to one inside lane to get around the work zone. Once the outside lanes have been poured, TxDOT will move traffic onto the new lanes and begin removal of the inside lanes.

Demolition here is ongoing with asphalt crews moving close behind. Work will progress on the south side of the freeway from Weslayan toward Buffalo Speedway, U-turn and continue on the north side of the freeway moving toward Weslayan.

As the demo is completed, asphalt sub-base will be placed followed by concrete. Crews will complete the straight runs between driveways before pulling up driveways and pouring concrete. If a property has more than one drive, TxDOT will close one for removal and will re-open it prior to impacting the second access point. If a property only has one driveway, it will likely be removed and reconstructed in halves to maintain access.

Please look for further updates as this project progresses.
