Welcome to the September 2015 edition of the Office of Inspector General, Division of Health Care's Long Term Care Provider Newsletter.  This newsletter is a valuable vehicle to update you on current events affecting Long Term Care.

Emergency Medication Kits
 
The federal regulation at 42 CFR 483.60 (F425) requires that the facility provides or obtains routine and emergency medications and biologicals in order to meet the needs of each resident.   In Kentucky, procedures and State laws allow the facility to maintain a limited supply of medications for use during emergency or after-hours situations (refer to 902 KAR 20:048, Section 4, (5) (e)). Whether provided on a routine, emergency, or "as needed" basis, timeliness of provision and administration will be a key consideration. Delayed provision of a medication may impede timely administration and thus adversely affect a resident's condition. The facility, in collaboration with the consultant pharmacist, must enact policies and procedures to ensure prompt acquisition of medications for its residents. Factors that may help determine timeliness and guide acquisition procedures include:
  • Availability of medications to enable the continuity of care for anticipated admissions or transfers of residents from acute care or other institutional settings;
  • Status of the resident including the severity or instability of his/her condition, significant changes in condition, discomfort, risk factors, current signs and symptoms, and the potential impact of any delay in acquiring the medications;
  • The category of the medication (e.g., antibiotics, analgesics, etc.);
  • The availability of medications in the facility's emergency supply; and
  • The ordered start time for a medication.

Kentucky LTC Provider Training: 
"Utilizing CMP Funds to Improve Dementia Care in LTC Facilities"

The Office of Inspector General, Division of Health Care, Training Branch is offering a free educational opportunity for Long Term Care Providers to attend this one-day training scheduled for October 21, 2015.  The training is being held at the Frankfort Convention Center located at 405 Mero Street, Frankfort, KY 40601.

This training will provide a basic overview on how to prepare a CMP grant proposal, and the use of technology in improving dementia care in Long Term Care facilities.  Click Here to view the training brochure. 
 
The Kentucky Board of Nursing has approved 7 contact hours for RNs and LPNs.  Kentucky Administrators will also receive contact hours.  Participants MUST stay for the entire course in order to receive CEUs.

MDS Advanced Training

November 10, 2015
Cumberland Falls State Park 
 
This course will review the CMS October 1, 2015 updates to the MDS and the RAI manual. A thorough review of the ADL coding per CMS instruction will be offered, as well as the Medicare 66-Grouper, the Short Stay assessment criteria, the Care Area Assessment and care planning process. Restorative Nursing criteria will be reviewed including examples.

The training will be held at Cumberland Falls State Resort Park in the Blair Conference Room located at 7351 Highway 90, Corbin, KY 40701-8814. Parking at this location is free of charge.

Each attendee will need to have an account on the KY TRAIN website and will need to register individually in order to receive credit for attending. MDS/RAI Updates

MDS System Security Requirement

 

Transport Layer Security (TLS) 1.0, 1.1, and 1.2 must be activated in your web browser by September 30, 2015 in order to access the QIES National Systems, including the MDS 3.0 and OASIS Submission Systems.
