Welcome to the Division of Health Care's Home Health Agency Newsletter; the newest publication of the Office of the Inspector General! We will use this newsletter as a vehicle to keep you updated on current events affecting Home Health Agencies.  

The newsletter will be published periodically as relevant news becomes available. Some standard topics will include Home Health Compare updates, providing the Centers for Medicare and Medicaid Services (CMS) Survey and Certification letters, and more. The CMS S&C letters contain important information that will help Home Health Agencies  to be in compliance with CMS regulations.

Recent Survey and Certification Memos



Below you'll find links to survey and certification memos issued by the Centers for Medicare and Medicaid Services (CMS) pertaining to Home Health Agencies.  Please take a look and determine how these may impact your facility.
Below are the new S&C memos for this month.
  • S&C 13-31 HHA Survey Cost Allocations
    • Office of Management and Budget (OMB) Circular A-87: OMB Circular A-87 articulates basic principles for determining the allowability of costs in the administration of certain federal programs. One principle is that costs should be allocated between cost centers in accordance with relative benefits received.
    • Benefiting Programs: Medicare, Medicaid, and States all benefit when surveys are conducted to assure compliance with basic public expectations for quality of care and safety through the federal survey process.
    • HHA Surveys: Costs for HHA surveys must be allocated among the benefiting cost centers in accordance with the relative benefits received.
    • Fiscal Year 2014 Centers for Medicare & Medicaid Services (CMS) Reviews: We will work with States to review the FY2014 State survey budgets to ensure that the HHA survey amounts reflect the appropriate allocation of costs across Medicare, Medicaid, and State-only sources.  
Outcome and Assessment Information Set (OASIS) Training
CMS has developed OASIS-C web-based training modules which provide instruction to assist Home Health Agencies (HHAs) in accurately completing the Outcome and Assessment Information Set (OASIS). In addition to providing an overview of the OASIS and conventions for data accuracy, these modules cover specific OASIS-C domains and provide item-specific guidance such as item intent, time points for item completion, response-specific item instructions, and data sources and resources.
