Q Dear Joe,
Drug Take Back boxes are popping up at agencies everywhere. Our admin team opens the box in our lobby with a key and deposits the drugs. The boxes are then sealed by admin and transported to the local sheriff's office who then arranges for destruction. I was looking for articles on the Internet last night re. possible issues with this whole scenario (so that I can be proactive) but I don't find anything. Advice, if any?
Sincerely, Val in Washington A Dear Val in Washington As you're probably aware most all of these prescription drug take back programs have been administered by the DEA (Drug Enforcement Agency) The program "National Take Back Initiative" started in 2010 that has been a huge success. Since the inception of the program over 774 tons of medication have been turned in and properly disposed of. In regards to your question there haven't been a lot of stories in any of the property room newsletters that I'm aware of. One thing that I am aware of is that during the last year property rooms have suffered a tremendous number of thefts of pain medication. On Friday alone a major story broke in Louisiana where a medium-sized department had just called in the FBI to assist in the investigation of 14,400 Hydrocodone. The primary target most of the news in recent stories has been Oxycontin. One of the common problems that we heard about in our classes is the local police agency are retaining large quantities of undocumented drugs until they are actually destroyed. In most cases there has been no documentation of what has been turned in. In many departments the prescription medication are placed into a secure drop pharmaceutical drop box and later moved to the property room until destroyed. One of the things that we have advocated in our training classes is to make sure that you as the Evidence Custodian are not removing the undocumented prescription pills from the drug drop off container in the police lobby by yourself and that you do not have solo access to the drugs that are being stored in the property room. The question needs to be asked if I were accused by anyone in the department of removing any of the drugs, can I prove that I didn't have solo access. When it comes to handling undocumented prescription drugs remember 2-2-2 Rule. Always secure the drop-box with 2 separately keyed locks so that it requires 2 separate employees to open the box. After the drugs are removed from the drop-box, 2 employees move to the evidence room to secure. One of the transporting employees being the evidence custodian is acceptable. Once the 2 people move the drugs to the property room pending the destruction the pills need to be secured in some type of container that has 2 separate locks that requires 2 people to open. Having the second key being retained by someone out of the evidence room provides another level of security and integrity to the system. We need to have polices in place that protect the Evidence Custodian and the integrity of the department. So, Remember the 2-2-2 Rule. Hope that helps! Joe |
