A&F data shows no shortfall
On Thursday, a story in the Boston Business Journal, reprinted by ADDP and others, may have given human service advocates a community wide case of indigestion. In the BBJ story, it was suggested that state officials had confirmed an upcoming $500 million Medicaid shortfall expected as the federal budget comes to a close on September 30, 2014. However data provided to the BBJ by the Executive Office of Administration and Finance contradict the story and indicate: - The BBJ story is incorrect.
- There is no budget shortfall for MassHealth payments that were incurred in one fiscal year and paid for in the next.
- These payments were anticipated and funded in the current year's FY 15 budget. The premise and conclusions of this story are completely incorrect.
- The FY15 budget, (which was described as experiencing a shortfall in the story) included these payments in the final budget and therefore they are fully budgeted and afforded.
Thus it appears that the suggestion of Medicaid shortfalls or cutbacks in both FY 15 and FY 16 is incorrect, a relief to many.
