Governor's Work on House Two Budget Continues

During the month of December intensive work continues among the Governor's team to build his budget recommendations.

The Arc and ADDP are continuing to urge the Administration to give it's highest consideration to:
  • Funding the Arc/ADDP/DDS Employment Blueprint. Approval of this initiative is expected to aid the Commonwealth in avoiding a DOJ/DOL Court Action.
  • Full Funding of the Chapter 257 Maintenance Budget.

Day Hab Funding Increased by $14 million

 

The Arc of Massachusetts and the Association of Developmental Disabilities Providers were formally notified late last week that Governor Deval Patrick had given formal approval to a rate increase for day habilitation programs effective February 1, 2014.

The rate increase comes after an extensive rate review conducted by fiscal analysts with the state's Center for Health Information and Analysis (CHIA), and Mass Health (the State's Medicaid office).

 

Providers are pleased at the Governor's action noting Day Hab programs, regulated by federal Medicaid regulations are exempt from other wage considerations, such as the Salary Reserve and Chapter 257, that have provided rate and salary assistance for other human service workers.

  

In a joint statement, Leo Sarkissian, Executive Director of The Arc of Massachusetts and Gary Blumenthal, President and CEO of ADDP stated: "We are thankful for Governor Deval Patrick's leadership and understanding of the needs of the disability community.  The Governor's approval of the long awaited day hab increase will help provide a significant boost for day hab programs that have worked to preserve quality during a fiscally

challenging period."   The rate increase is expected to help organizations pay for a variety of increased costs over the last several years including salaries, health care, utilities, training and rising insurance costs, just to name a few. 

 

 

Consequently, in most cases, this rate increase will help organizations which have provided salary increases, managed rising benefits costs and other expenses without any increase in reimbursement for the past 6 years.  

 

Day Hab programs are the only community-based therapeutic daytime service in Massachusetts designed for adults with developmental disabilities, it provides a combination of clinical services, medical oversight, and life skills/adult daily living training. Services are offered six hours/day, five days/week, 52 weeks/year. There are 143 sites throughout the Commonwealth. Over 7,300 adults with various abilities are served, and the majority of recipients have intellectual disabilities.  Some of the individuals require complex clinical and medical supports to sustain their life's functions while others live and work in the community with partial assistance.

Sarkissian and Blumenthal also praised the Health and Human Service Secretary John Polanowicz and  Administration & Finance Secretary Glen Shor for their "steadfast efforts in working with the Governor to find the resources to deliver the long awaited rate increase."
EOHHS Public Hearing Schedule Announced
