Legislature Adjourns For Summer Recess
On Thursday, the California legislature adjourned for summer recess. The legislature will reconvene on August 17, at which point fiscal committees will begin to hear bills. All bills must be passed by September 11.
Over the past few weeks, legislative policy committees have been busy hearing several important housing bills and all have moved on to fiscal committees. These bills include:
- AB 35 (Chiu and Atkins), which would increase the amount available for the state low income housing tax credit by $300 million. This bill has received no "no" votes and has enjoyed strong bi-partisan support. The biggest hurdle ahead is ensuring that Governor Brown signs the bill.
- AB 90 (Chau), which would designate the Department of Housing and Community Development as the state agency responsible for administering funds received by the state from the federal Housing Trust Fund.
- AB 447 (Maienschein), which would prohibit the level or source of income and the receipt of government or public assistance as grounds for an insurer to increase or deny property insurance.
- AB 668 (Gomez), which would require the county assessor to consider a deed restriction when valuing property for property taxation purposes, if the property meets certain requirements.
- AB 744 (Chau), which would prohibit, at the request of the developer, a city, county, or city and county from imposing a vehicular parking ratio, inclusive of handicapped and guest parking, in excess of 0.5 spaces per bedroom on a development that includes the maximum percentage of low or very low income units, as specified, and is located within 1/2 mile of a major transit stop or is a senior or special needs development.
- AB 1056 (Atkins), which would create the Second Chance Fund to provide grants for public agencies aimed at public agencies aimed at supporting programs, including diversion programs, for people in the criminal justice system with an emphasis on programs that reduce recidivism.
- SB 377 (Beall), which would allow the state low income tax credit to be certificated.

TCAC Releases Proposal for Regulation Changes
The California Tax Credit Allocation Committee released yesterday a proposal for significant changes to the regulations. These proposed regulation changes are available online.
In anticipation of the release of the proposal, members of CHC's Board of Directors and Board of Governors met with TCAC and CDLAC Executive Directors on July 15 to express concerns. CHC will draft a comment letter and make it available prior to the August 31 comment period deadline.

Efforts to Protect the Federal HOME Program
This year, Congress has proposed to essentially eliminate the HOME Program, one of the few remaining federal housing production programs.
The House bill does nothing to restore cuts HOME has suffered in recent years and only provides $767 million in appropriated funds, down from $900 million in FY 2015 and 58% less than in FY 2010. The bill also contains a highly objectionable transfer that would essentially eliminate a new housing resource---the National Housing Trust Fund---in an attempt by the Appropriations Committee to fund HOME at its record low $900 million level.
The Senate bill's severe cuts in HOME funding amount to a shocking 93% decrease, which would essentially eliminate the program altogether.
The HOME Coalition has drafted a letter to members of Congress. Please sign on to this letter and share this link with local organizations, government officials, and advocates. The deadline to sign on is July 24.
