California Homes and Jobs Act of 2013
With less than a week before our first hearing on SB 391, now is the time to make your voice heard in support of the effort to build 10,000 affordable homes each year and create 29,000 jobs annually.
Get on the RecordToday is the deadline for support letters to be received before the first hearing in the Senate Transportation and Housing Committee. Even if you have already endorsed the bill using our online endorsement form, it is critical that you make your support known directly to Legislators by sending an official letter to Senator DeSaulnier. This will ensure your name appears on the official list of supporters when the bill is heard in the Senate Transportation and Housing Committee on April 9.
Use our sample letter, print on your letterhead, and fax to (916) 445-2209 (Attn: Mark Stivers). Don't forget to do this today!
Show Our Strength
This first hearing is our opportunity to show legislators and the public how many Californian voices support SB 391 to:
- Build 10,000 homes each year that are affordable to California's working families, people with disabilities, seniors, veterans, and people who are now homeless
- Create 29,000 jobs each year
- Help businesses recruit and retain the employees they need to thrive
Legislators will hear from representatives of California's affordable homebuilders and building industry and business leaders as well as representatives of seniors and veterans who know the critical need to build more affordable homes for vulnerable Californians.
If you are near Sacramento, you can attend the hearing in person to show your support!

CHC Supports Several Other Important Housing Bills
CHC is pleased to support several other important housing bills: AB 523 (Ammiano), AB 716 (Quirk-Silva), 952 (Atkins), and SB 341 (DeSaulnier).
AB 523 (Ammiano) would allow HCD to reduce the interest rate on loans for affordable rental projects to 0% if the projects were able to prove that they had no other debt payments, will use low-income housing tax credits, and that a reduction in the interest rate on the HCD loan is needed to allow the project to be able to qualify for low-income housing tax credits without a reduction in the interest rate. Without a 0% interest rate, projects targeted to extremely low income residents will not be able to utilize MHP funds. Therefore, AB 523 would help housing projects that serve homeless youth, veterans, and other special needs populations to move forward in the development process.
AB 716 (Quirk-Silva) adds housing to the state's five-year infrastructure plan. Developed by the Department of Finance, the plan identifies infrastructure needs for roadways, schools, colleges, water, and any other category identified by state agencies and set out priorities for funding. This bill ensures that housing is included in the dialogue surrounding statewide infrastructure planning.
AB 952 (Atkins) would allow California low-income housing tax credits to be used in conjunction with federal tax credits in federally-designated Difficult-to-Develop Areas and Qualified Census Tracts. The Low Income Housing Tax Credit is one of the most important and most successful affordable housing production programs around the country and, in California, generates approximately 15,000 housing units per year. AB 952 would allow more special needs housing projects receive the private investment they need to move forward.
SB 341 (DeSaulnier) streamlines administrative requirements for housing successor agencies to ensure accountability, provide flexibility, and target scarce available resources to the greatest needs. Housing successor agencies that manage assets and continue to enforce the affordable housing covenants and restrictions of former RDAs need these updates to Community Revelopment Law in order to meet the needs of their communities.

Hunters View, a 22-acre public housing redevelopment effort being led by CHC member The John Stewart Company, was recently recognized as the Best Community Impact "Deal of the Year" by the San Francisco Business Times.
Hunters View consists of the transformation of a dilapidated 267-unit public housing complex into a new neighborhood of 750 mixed-income rental and for sale housing units, two new public parks and neighborhood-serving retail. The Project is being developed in three phases to allow on-site relocation of existing residents, is generating hundreds of jobs for residents and community members, and is the first project in the Mayor of San Francisco's "HOPE SF" Program (a local response to the termination of the federal HOPE VI program).
The John Stewart Company, Devine & Gong, Inc. and Ridge Point Non-Profit Housing Corporation have been working on the project since 2005 and its first Phase will be completed by mid-2013.
