California Homes and Jobs Act of 2013

As you'll recall from our last newsletter, work on the California Homes and Jobs Act is heating up and we need all the support we can get. 

 

If you have not yet submitted your endorsement, please do so now using our online form. Then, forward the link to your networks and/or include it in your organization's next newsletter. Need help? Use our sample text (SB 1220 Supporters / New Supporters).

Facebook will play a big role in this campaign, so be sure to "like" our  campaign page. Not only will our updates appear in your "News Feed," but you'll also be able to interact with the campaign and share your hard work and success stories.

And in case you've forgotten, the California Homes and Jobs Act of 2013 will:
  • Produce up to $500 million per year for affordable homes and get California building again. 
  • Create 29,000 jobs annually through public-private partnerships and generate millions in additional state and local revenue.
  • Help California leverage an additional $2.78 billion in federal, local, and private funding.
  • Get California building again to stabilize the housing market.
  • Help businesses attract and retain the talent that fuels California's economy.
  • Give seniors, people with disabilities, veterans, former foster youth, families with children, homeless and other vulnerable populations a safe and affordable place to call home.
  • Continue the work started with Props 1C and 46 to leverage billions in federal, local, and private investment for California's economy, deployed through a successful public/private partnership model.  
CEQA Reform

In the past month, there has been a considerable amount of press addressing the need for CEQA reform.

On January 24, in the Governor's State of the State address, he specifically called out CEQA modernization as a key priority: "We also need to rethink and streamline our regulatory procedures, particularly the California Environmental Quality Act. Our approach needs to be based more on consistent standards that provide greater certainty and cut needless delays."

You can read responses to Governor Brown's call to modernize CEQA in the  Santa Cruz Sentinel and the LA Times. On February 4, former governors George Deukmejian, Pete Wilson and Gray Davis joined Governor Brown in his call for CEQA modernization in a Sacramento Bee Op-Ed. The governors agree that thoughtful CEQA modernization will result in job creation and sustainable growth and now is the time to get it done.

Senate leadership is also weighing in. The  Sacramento Bee did a profile on Senator Rubio, who says he first wondered if something were wrong with California's environmental review law during his days as a Kern County supervisor, when he saw it used to slow wind and solar projects he considered green by their very nature. And California Forward blogged about Senator Steinberg's positive comments on CEQA reform at the Planning & Conservation League's annual symposium.

HOW CHC MEMBERS CAN HELP:

 

We expect that legislation to be introduced sometime early next session, but there is already an active coalition gearing up for what will be a huge legislative push. There are several ways CHC members can help now as the coalition builds capacity.

  • Join the Coalition by filling out this form online: While CHC is a member of the coalition, we need individual local affordable housing developers and housing advocates to join as well. Local faces will be critical for outreach to legislators and many of you have been directly involved in CEQA challenges and understand the importance of meaningful CEQA reform.
  • Get Coalition Case Studies: The coalition is currently collecting case studies that exemplify why CEQA reform is needed. Many of you will know of or have been involved with projects that have been held up in your communities, often for non-environmental reasons. These delays increase the cost of projects and in some cases result in the projects not going forward at all. If you have case studies in mind, please coordinate directly with Amanda Frew at afrew@bcfpublicaffairs.com or 916-443-0872.

Since the beginning of the mortgage meltdown, almost a million Californians lost their homes to foreclosure. While the housing market is starting to stabilize, its recovery may be different from previous crises and is being shaped by new market conditions and shifting trends. In the aftermath of this crisis, how is the affordable housing industry adapting to these changes, getting people back into homes, and helping to rebuild communities?

Afternoon keynote speakers will be Dr. Selma Hepp, Senior Economist, California Association of Realtors, and Dr. Carolina Reid, Assistant Professor of City & Regional Planning, UC Berkeley.

CHC Member News - Eden Housing Opens Several New Affordable Communities

 

A former public housing site in the City of Dublin has been revitalized into a vibrant, mixed-income, mixed-use development. With significant economic impact on the community, the project has created approximately 862 construction and 163 permanent jobs, along with nearly 400 new affordable and market-rate homes for Dublin residents. New residents have started moving into their new homes, and the affordable apartments are expected to be completely leased up by the end of March 2013.

 

Emerald Vista is a master-planned development designed to serve a broad cross section of the Dublin community.   Emerald Vista reuses and transforms the 24-acre Arroyo Vista site into a vibrant, mixed-use, mixed-income community. The project is a result of the combined efforts of the City of Dublin, Housing Authority of the County of Alameda, Eden Housing, and KB Home. Comprised of Carlow Court and Wexford Way by Eden Housing and Crossroads and Amador Pointe by KB Home, Emerald Vista provides 198 for-sale market rate homes and 180 affordable rental apartments for families and seniors. In addition, a Community Center, a Childcare Center, active open space areas, and access to a regional trail along Alamo Creek are included.

 

This exciting new community provides 130 new rental apartments for low-income families and 50 new rental apartments for low-income seniors. The $54.6 million affordable development is targeted to family and senior households earning 30% to 55% of the Alameda County Area Median Income.   Carlow Court and Wexford Way are developed utilizing the latest "green building" techniques and materials, and are designed in accordance with Build it Green's GreenPoint Rated system.

Through Eden Housing's free resident services program, families of Wexford Way will benefit from programs such as technology training, financial literacy, community involvement, green education, health, wellness, and safety.  Senior residents living at  Carlow Court will be provided with programs designed to help them "age in place" and live independently in a healthy and productive way for as long as possible. Eden Housing provides its residents with daily support and access to valuable resources within their communities. 

 

KB Home's two beautiful and affordably priced new home communities, Crossroads and Amador Pointe at Emerald Vista offer area homebuyers exquisite new floor plans and tremendous value. All of the new KB homes are Built to Order, meaning that homebuyers are able to customize their new home to their unique lifestyle. Additionally, all the homes are both ENERGY STARŪ qualified and GreenPoint Rated, designed and built to operate more efficiently and help save their owners money on their energy bills.


Funding for Eden Housing's Carlow Court and Wexford Way is provided by the City of Dublin, Housing Authority of the County of Alameda, Wells Fargo Community Lending and Investment, Federal Home Loan Bank of San Francisco Affordable Housing Program, Silicon Valley Bank, and California Community Reinvestment Corporation.
