| Changes to Workout Insurance Requirements

USMS member or coach MUST be on deck
 A new workout insurance requirement has been put into effect by our insurance carrier. Effective immediately, for a workout to be covered by USMS insurance, the person supervising the workout must be a USMS member. In the past, a USA Swimming certified coach was allowed to supervise the workouts, even if the USA Swimming certified coach was not a USMS member. This is no longer true; now if the person supervising the workout is a USA Swimming certified coach, he or she must also be a USMS member.

| New Open Water Sanction Guidelines

Newly adopted guidelines affect your events and swimmers
 Increased insurance premiums for 2013 are primarily related to and will impact open water events. The insurance premium includes a charge of $1,800 per sanctioned open water event. In addition, the new insurance policy contains certain conditions on the conduct of open water events. Please review the recently adopted Open Water Sanction Guidelines and the new article on usms.org explaining these changes to the membership, "Open Water and USMS Sanctions." Both these documents contain links for any questions you may have about the new guidelines and safety regulations. |

Spring Nationals, Indy Style
 Online registration for the 2013 USMS Spring Nationals is now under way. Be sure to announce this to your swimmers and get them signed up today. A variety of host hotels are less than a mile away from the IU Natatorium. Also, "The Month of May" festivities surrounding the 97th running of the Indianapolis 500 will be in full swing during the National Championships. Please book your hotel by February 15, 2013, to ensure the best rate and availability. More information can be found at the Championship webpage. |
 | 2013 Pan American Masters Championships

First time in the US for this international meet
 Online registration for the 2013 Pan American Masters Championships is now under way. This will be the first time the US has hosted the biennial event. To be held in Sarasota, Fla., June 1-13, 2013, Pan Ams will include synchronized swimming, Masters swimming, and open water swimming. The event is expected to attract up to 2,000 swimmers from around the Western Hemisphere. More information is at PanAmericanMasters2013.org. Plan to attend this unique event! |

Club of the Year awards
 Questions about growing your club, managing club business, or becoming a better coach? Club and Coach Services Director Bill Brenner has answers.

Q: How do I nominate my club for the USMS Club of the Year award? How long does it take to complete the application?
A: USMS presents two Club of the Year awards each year at the annual USAS convention: one to a regional club and one to a local club. Submission forms for both are posted on the Awards page at usms.org. Any USMS club, or its LMSC, can nominate a club for the award. The application consists of a two-page questionnaire and a one-page letter of recommendation. Ray Novitske, a member of the Recognition and Awards Committee, states, "In each letter of recommendation, we're looking for the intangibles not communicated in the application form ... those special qualities, stories, events, or purposes that set a club apart from others, but are not easily conveyed in the factual data of the application." Once you've decided to nominate your club, I recommend you assemble a group of club leaders to complete the submission form and draft the letter of recommendation. The process of gathering the required information builds team unity by addressing the strengths of the organization as well as those areas needing more attention. Once your and your club leaders have gathered the required information for the application, it should only take about a half-hour to complete. Nomination documentation must be electronically submitted to the chair of the Recognition and Awards Committee, Sally Dillon before July 1. |

What Rule is THAT?!

New rules for 2013
 Q: What are the rule changes for this year? A: Effective January 1, 2013, the major rule changes were: 1. Medical identification items may be worn in competition but snorkels and neoprene caps are prohibited (102.12.1E and 102.13.9). 2. If the secondary timing system is a fully integrated video system: A. One stop watch per lane is not required (103.17.2C). B. If there is a touchpad malfunction, properly-operating video camera time is the official time without adjustment (103.17.3D). C. Other meet personnel must perform duties normally performed by timers as described in 103.11.2A&D, 103.11.3B, and 104.5.10C. 3. For non-standard meets the LMSC and/or meet host may establish scoring point values to suit the meet (103.19.3). 4. For the purpose of pool measurement, structural changes include resurfacing (105.1.6C). For the details of the other changes to pool measurement rules, see last month's article. 5. Water temperature in the competition pool shall be 77 to 82 degrees (107.6). 6. An overhead line marking the midpoint of a long course pool is no longer required (rule deleted). 7. All-Star criteria were added to 105.4. 8. For national championship meets: A. Bids are due to the Championship Committee chair by July 1 or the next business day if July 1 falls on a Sunday or holiday (104.3.4). B. The Championship Committee may limit participation in the 800/1000 or 1500/1650 free only to those who meet the qualifying times (104.5.3C[2]). C. A swimmer must notify the meet host of a valid club transfer prior to the first event in which the swimmer competes (104.5.4A[3]). D. Meet information will be published according to Championship Committee policy. Entry forms and additional information will be on the USMS website (104.5.4B[2]). E. There is no longer an option of swimming two-to-a-lane in freestyle events over 200 meters at national championship meets (rule deleted). 9. Illustrations of starter's arm signals for the backstroke start for deaf and hard of hearing swimmers were added to 108.3.1, however the last of those illustrations is incorrect. The last illustration should be the same as the last illustration for the forward start (also see the 2013 USA Swimming rule book for the correct illustration).

Become a certified USMS coach
 The USMS Coaches Committee and Club and Coach Services have developed new curricula for Levels 1, 2 and 3 USMS Masters Coach Certification. The new courses are taught in classroom settings throughout the country. Participants receive a "Certificate of Participation" once they finish the class. If participants wish to become certified, they must join ASCA and deliver to ASCA the completed tests from the coursework and the application for USMS/ASCA Masters Coach Certification. ASCA will grade the tests, process the applications and deliver the certificates.
