AT THE COUNTY LEVEL:
- The Montgomery County Board of Education announced that Superintendent Joshua Starr will resign effective February 16, 2015. In a letter to MCPS Board of Education President Patricia O'Neill, MCCC President and CEO Gigi Godwin wrote, "A successful, relevant and high performing public school system creates access to opportunities for all our residents. The business and education communities are partners in striving to achieve this shared vision." Read the letter here.
- County Executive Ike Leggett is preparing his FY 2016 Operating Budget and hosted a number of forums on the topic. The budget briefing presentation can be found here.
- The Montgomery County Council held a public hearing on Thursday, January 29 on Bill 60-14 Earned Sick and Safe Leave. While the proposed legislation attempts to address a need for a particular category of employee, in so doing it places Montgomery County employers in the increasingly untenable situation of remaining competitive in a regional economy. MCCC President and CEO Gigi Godwin testified in opposition to the bill, asking the County Council to delay any further action until the issue is discussed at the State level. - The record is still open to comments for Bill 60-14. You can submit comments by mail to the Montgomery County Council Office of Legislative Information Services, Council Office Building, 100 Maryland Ave., 5th Floor, Rockville, MD 20850, or by contacting Councilmembers by email. Note that all written material becomes a part of the public hearing record.

- The General Assembly is underway and MCCC continues to monitor legislation. The MCCC 2015 Legislative Agenda provides a broad outline of MCCC priorities.
- Governor Hogan is filling positions on over 500 boards and commissions. For more information on how you can serve in one of these volunteer positions, please contact Ilaya Hopkins, MCCC VP of Public Affairs, at ihopkins@mcccmd.com.
- Recent Bill highlights:
- MCCC submitted testimony in opposition to Bill SB40. MCCC believes that the bill tries to address a very real need for a particular category of employee but in so doing places the employer in an untenable situation of trying to remain competitive in a regional economy.
SB 73/HB 221 - Commission on Tax Policy, Reform, and Fairness: -
MCCC is testifying in support of Bill SB 73/HB 221 introduced by Senator Brian Feldman and cross filed by Delegate Kathleen Dumais. We believe that the work of this proposed commission will outline a solid plan for bringing Maryland's corporate, small business and personal income tax policies in line with our surrounding jurisdictions, a step that is essential to Maryland's economic competitiveness. MCCC is a strong supporter of this approach as we had significant success with the Transportation Funding Commission.
Bill MC 24-15 - Montgomery County Transit Authority: -
On January 31, County Executive Leggett withdrew Bill MC 24-15 calling for enabling legislation to create a Local Transit Authority.

At the public hearing on January 30, MCCC President and CEO Gigi Godwin presented testimony supporting the need for transit funding to spur economic growth, balanced by the need to address the concerns raised by the proposed enabling bill as drafted. See a copy of the testimony here.

MCCC will work with the County Executive and his team to evaluate other transit funding proposals.

AT THE FEDERAL LEVEL:
- On December 29, 2014, the Small Business Administration (SBA) published its proposed rule to implement provisions of the National Defense Authorization Act of 2013 (NDAA) that change the way firms calculate compliance with the limitation on subcontracting rule on small business set-asides. SBA's proposed rule also proposes changes dealing with the nonmanufacturing rule, including affiliation and joint ventures, among other topics.
- You can send comments on this proposed rule to SBA until February 27th. The rule and instructions on submitting comments can be found here.
- President Obama release the FY 2016 Budget of the U.S. Government on February 2.
