MSNJ Speaks to First Year Students at RWJ Medical School
MSNJ Past President, Dr. Paul Carniol, and MSNJ COO, Mishael Azam, spoke to a packed room of first year students at Rutgers Robert Wood Johnson Medical School this week. We invited students to join MSNJ and become involved in advocacy. We thank them for their participation and we thank MSNJ student leaders at RWJ, including Board Member, Beverly Wong; Community Service Chair, Nive Maniam; Recruitment Chair, Douglass Farrell; and School Chairs Kyle Nelson and Josh Gilman.

Aetna Pulls Out of Individual Exchange Plans in Eleven States Aetna announced this week that it will no longer offer individual insurance exchange products in eleven of the fifteen states in which it currently offers such plans. This leaves some counties with only one or no exchange plan offering. Aetna cites significant financial losses and the Federal Government's decision to challenge its merger plans. Aetna's CEO stated in a letter to the DOJ dated July 5: "Specifically, if the DOJ sues to enjoin the transaction, we will immediately take action to reduce our 2017 exchange footprint." Court Will Rule on Anthem-Cigna Merger in January
Federal District Court Judge Amy Berman Jackson plans to rule on Anthem's proposed merger with Cigna in January 2017.Anthem hoped for an earlier decision. The DOJ is open to settlement offers. Read more.

MSNJ Recommends Fair Health Data Base for Out of Network Fees This week MSNJ filed comments with the Small Employer Health Plan Board and the Individual Health Plan Board urging them to adopt Fair Health as the benchmark to determine out of network fees. Many of these plans have been using the discredited Ingenix data base which was dissolved and has not been updated since 2010. MSNJ's recommendation is in response to the boards' rule proposals that would allow insurance carriers to individually determine the basis on which to set out of network benefits so long as it was spelled out in the plans.

Comprehensive Primary Care Plus Application Period
CMS has opened the application period for practices to participate in the new primary care model, Comprehensive Primary Care Plus (CPC+). CPC+ is a five-year primary care medical home model beginning January 2017 that will operate in 14 regions across the U.S. The goal of the model is to give primary care practices more flexibility in caring for their patients and to pay them for achieving results and improving care. CPC+ is an opportunity for practices of diverse sizes, structures, and ownership types that are interested in qualifying for the incentive payment for Advanced Alternative Payment Models through the proposed CMS Quality Payment Program. CMS estimates that up to 5,000 primary care practices serving an estimated 3.5 million Medicare beneficiaries could participate in the model. Additionally, other payers, including commercial insurers and state Medicaid agencies, are partnering with CMS to provide enhanced support to the primary care practices selected to participate in CPC+. CMS Releases Guidance to Help Laboratories Determine Whether They Must Report Data
The Medicare Part B Clinical Laboratory Fee Schedule now requires that "applicable laboratories" must collect and report data to CMS for the Private Payor Rate-Based Payment System. Reporting begins January 1, 2017. Physician office laboratories may have to comply. Read more to determine if your laboratory must collect and report .
