CMS Proposes Rule that will Discontinue Two-Midnight Payment Cuts
This week, CMS released a proposed rule that will effectively do away with the 0.2% payment cut associated with the two-midnight rule in 2017. In addition, the rule proposes an increase of 0.6% for 2017, to offset the three years of 0.2% cuts.  The proposed rule will be officially published in the Federal Register on April 27. Read the rule fact sheet.
AMA Testifies Against Insurer MegaMerger
Last month, the AMA testified before the California Department of Insurance in opposition to the proposed merger between Anthem WellPoint and Cigna. The AMA stated that "health insurer consolidation
compromises the ability of physicians to advocate for their patients. In practice, market power allows insurers to exert control over clinical decisions, which undermines the patient-physician relationship and eliminates crucial safeguards of patient care. Competition among health insurers, on the other hand, can lower premiums, enhance customer service, and spur innovative ways to improve quality while lowering costs. Patients benefit when they can choose from an array of insurers who compete for their business by offering desirable coverage at competitive prices." Read more.
AMA Comments on CMS's Proposal Related to Medicare Part B Drugs
Read AMA's letter to the Chair and Ranking Member of the Senate Committee on Finance regarding concerns with CMS's proposal to restructure Medicare reimbursement for Part B drugs purchased and administered by physicians. Read more.

This board is responsible for regulating the sale of orthotic and prosthetic devices, which are devices used to enable the disabled to function better and increase their mobility. The board licenses orthotists and prosthetists. This position is a three year term. More information.

Practice Management
Open Payments Review and Dispute Period
As of April 1, physicians and teaching hospitals have 45 days to review payments attributed to them. Drug and medical device makers are required to report certain payments made to physicians and teaching hospitals on an annual basis. Participation in the program is voluntary, but encouraged so that physicians and teaching hospitals can review and, if necessary, dispute payments before the information is made public on June 30, 2016. To review the data, you must register in both the CMS Enterprise Portal and the Open Payments system. If you registered last year, you do not need to register again in both systems.
