Legislative Update
Drug Abuse
The federal government is making an effort to increase access to Medication Assisted Therapy by allowing physicians to have more than 100 patients approved for buprenorphine. MSNJ supports this effort. Read more. MSNJ also supports state legislation increasing insurance coverage of buprenorphine.

ABIM Moves toward Open-Book Exam for MOC
The American Board of Internal Medicine (ABIM) will study and conduct a pilot to allow open-book examination for part of its maintenance of certification (MOC) program. Richard Baron, MD, President and CEO of ABIM has announced this planned change as part of an initiative that addresses many of the criticisms of the program. Read more. MSNJ previously adopted policy that urges boards to consider the cost and time burden of their MOC programs.  Last year's annual advocacy conference included a session on maintenance of certification programs.
New Jersey Senators Seek Delay of CMS' Hospital Star Ratings 
Senators Menendez and Booker have joined 58 others in a letter to CMS urging it to delay release of hospital quality star ratings. They are concerned that the ratings will be "misleading to consumers due to flaws in the measures that underpin the ratings." Their concern is that the rating methodology may adversely impact hospitals that treat patients from lower socioeconomic groups or high risk patients. They urge CMS to allow hospitals more time to review the data and methodology before the information is released to the public. Read more. 
New Medicare Payment Models: MIPs or APMs; Are You Ready?
With the repeal of Medicare's SGR and payment reform comes choice. Will your practice participate in a fee-for- service model under the merit-based incentive payment system (MIPS) or in an alternative payment model (APM)?  "If you elect to participate in the MIPS, the composite MIPS score will take into account four categories:  quality, resource use, EHR meaningful use and clinical practice improvement. [In addition] the aggregate financial risk is less than under the previous Medicare quality and reporting programs." Read more. If you elect the APM option, physicians will lead working with their specialty societies to develop specific payment models. Physicians are urged to consider their choices now. The Physicians Foundation's Fourth National Survey
The Physicians Foundation is launching its fourth national Survey of America's Physicians, one of the largest physician surveys ever undertaken in the United States. The survey will take approximately 10-12 minutes to complete and will allow physicians to share their thoughts on health reform, electronic medical records, new methods of physician reimbursement, ICD-10, and a variety of other topics. A full copy of the final survey report will be emailed to all physicians who participate, and participants will also be entered to win one of five $500 Amazon gift cards and one $5,000 Amazon gift card. De Groote Award Nominations
MSNJ is accepting nominations for the De Groote Award which will be conferred at the MSNJ Inaugural Gala of the incoming 224th President, Joseph Costabile, MD on July 23, 2016. The De Groote Award was established by resolution to honor the selfless work of Dr. Robert De Groote in service to the medical profession. The De Groote Award will be given to the individual whose selfless and idealistic work benefits humankind and not him or herself.

brief narrative to info@msnj.org by the close of business on Friday, May 6, 2016.
Lifetime Achievement Award
MSNJ is accepting nominations for the Lifetime Achievement Award, which will be presented at the Inaugural Gala of the incoming 224th President, Dr. Joseph Costabile, on July 23, 2016. Submit a short paragraph to info@msnj.org describing their commitment to the Medical Society.
Practice Management
Open Payments Review and Dispute Period
As of April 1, physicians and teaching hospitals have 45 days to review payments attributed to them. Drug and medical device makers are required to report certain payments made to physicians and teaching hospitals on an annual basis. Participation in the program is voluntary, but encouraged so that physicians and teaching hospitals can review and, if necessary, dispute payments before the information is made public on June 30, 2016. To review the data, you must register in both the CMS Enterprise Portal and the Open Payments system. If you registered last year, you do not need to register again in both systems.
OCR Launches Phase 2 of HIPAA Audit Program
The U.S. Department of Health and Human Services, Office for Civil Rights (OCR) has begun its next phase of HIPAA audits of covered entities and their business associates. In its 2016 Phase 2 HIPAA Audit Program, OCR will review the policies and procedures adopted and employed by covered entities and their business associates to meet selected standards and implementation specifications of the Privacy, Security, and Breach Notification Rules.
