Legislative Update
NJ Medicaid Increases Payments for Specific Preventative, Primary and Postpartum Care Codes
MSNJ advocated for this increase, which was announced a year ago by Governor Christie and included in the 2016 State Budget appropriation for Medicaid. We applaud his commitment to our physicians, who receive among the lowest Medicaid rates in the nation. The Department of Human Services, Division of Medical Assistance & Health Services (DMAHS) announced in December that there would be an increase in payments for specific preventative, primary and postpartum care codes billed by physicians. DMAHS recently released a list of codes affected and their increased payment amounts. These rates apply to fee-for-service claims only. The Medicaid managed care organizations may employ their own methodologies for distributing funds. Physicians providing these services are urged to contact the Medicaid MCOs they participate with for further information. Read more in DMAHS' presentation on the program.
Tiered Networks
MSNJ CEO, Larry Downs, participated in a statewide conference on tiered networks. MSNJ has long-standing policy supporting transparency for physician profiling by carriers and for network adequacy in all products, including tiered ones. See press coverage. The Senate Commerce Committee will discuss legislative solutions to tiering transparency next month. MSNJ plans to testify on behalf of our members. If you have not yet completed the MSNJ physician survey, please do so.

Start of 2016-2017 Legislative Session
The new legislatives session has begun with several new members being sworn in. Partisan politics continue, especially in light of the upcoming Presidential election. See press coverage of the legislative reorganization speeches.
Key Legislative Committees
The membership of key committees for health policy has remained largely the same, and the Chairs remain the same, but the committees are growing with over 40 legislators now on our four key committees. Please remember to contribute to the MSNJ political action committee, MedAC, to help us maintain a strong voice with these legislators as we advocate on your behalf. Changes to Meaningful Use Hardship Exception Process for 2015 Reporting Period
CMS has released information on changes to the Medicare EHR Incentive Program hardship exception process. Eligible Professionals have until March 15 to file a hardship exemption for the 2015 reporting period, affecting Medicare payments in 2017. Read about the changes.

Top Doctors 2016: Make Your Voice Heard in New Jersey Monthly by Tuesday, March 1
New Jersey Monthly's annual survey of physicians is underway. This is the only survey that is mailed to all doctors in active practice in New Jersey rather than relying on the opinions of a smaller group of doctors or a national poll. MSNJ encourages all members to participate. Vote online
by Tuesday, March 1. You will be asked to enter your medical license number before entering the site to vote. The results will be published in the November issue of New Jersey Monthly and is searchable throughout the year at www.njmonthly.com.

CMS announced a new PQRS Web-Based Measure Search Tool. This tool will assist in easily identifying claims and registry measures that may be applicable, and help find measures that meet satisfactory reporting requirements for the 2016 PQRS program year.
