MSNJ's Immediate Past President Named to Board of Medical Examiners
 
Paul J. Carniol, MD, has been appointed to the New Jersey Board of Medical Examiners. Congratulations to Dr. Carniol from the MSNJ Board and membership.
NAIC Model Managed Care Bill on Network Adequacy
MSNJ joined virtually all of organized medicine in a
letter from the AMA to members of the National Association of Insurance Commissioners concerning network adequacy standards contained in its model managed care bill. The letter seeks:
  • Active approval of networks prior to products going to market;
  • * The use of quantitative measures to determine network adequacy; and
  • * Regulation of tiered networks to prevent discriminatory network design.

Resolutions Due November 10
The next meeting of the Revolving Reference Committee is Monday, November 23 at 7:00 pm via webinar. All resolutions need to be vetted by your County Medical Society prior to submission to MSNJ. Resolutions are due from the County Medical Societies by November 10. Read the instructions on writing a resolution.
Legislative Update
Policy & Strategy Panel 
MSNJ held its quarterly Policy and Strategy Panel meeting on October 22nd. We had presentations on Horizon's new OMNIA insurance product and two recent court cases involving the corporate practice of medicine and property taxation of non-profit hospitals. We will monitor all three issues as legislation and further litigation may evolve. We thank our speakers, Patrick Sheehan, Esq., John Fanburg, Esq. and Neil Prupis, Esq. 
NJ Hospital Ratings
This year's LeapFrog hospital safety report is out. Hospital ranking has become the center of the review of Horizon's Omnia product, as many observe that high ranked hospitals are not included in Tier 1 of the product. MSNJ will continue to analyze tiering and transparency by carriers. 
Drug Abuse 
PMP
As a reminder, the PMP law goes into effect on November 1st (but delegation is not allowed until regulations are finalized). Read our guidance document.

Naloxone will soon be available over the counter in New Jersey. Read more.

ICD-10: The First Two Weeks 
It has been over two weeks since the October 1 start date for ICD-10 and we would like to hear about your experience. While we encourage members to report claims payment and processing issues related to ICD-10, we also want to hear about transitions that went well. Please tell us about your practice's transition experience by emailing ashiber@msnj.org with "ICD-10 Transition" in the subject line. Resources are available at www.msnj.org/ICD-10.
The AMA has revised its online ICD-10 information and resources.
