Resolutions Due November 10
The next meeting of the Revolving Reference Committee is Monday, November 23 at 7:00 pm via webinar. All resolutions need to be vetted by your County Medical Society prior to submission to MSNJ. Resolutions are due from the County Medical Societies by November 10. Read the instructions on writing a resolution.

Meaningful Use Rules Issued
This week, two regulations concerning the EHR meaningful use program were issued by CMS and ONC. Both of these final rules set forth the requirements for Stage 3 meaningful use. MSNJ is in the process of reviewing these rules with the AMA. Read more in the AMA Wire.
Meaningful Use: Break the Red Tape
Meaningful Use (MU) is not working and now the government wants to move forward with Stage 3 implementation which could lead to less time with patients, less innovation and costly penalties if physicians do not comply. The AMA hosted a Break the Red Tape Meaningful Use town hall meeting on Tuesday, September 29, 2015. Dr. Steven Stack, AMA President, started the session with remarks framing the issues, followed by testimony from several dozen physicians about the impact of Meaningful Use regulations on their practice. Legislative Update
OON/OMNIA
MSNJ continues to oppose legislation that punishes out of network physicians and we are working on a dispute resolution proposal for outlier charges. In light of the OMNIA announcement, we continue to have concerns that carriers do not maintain adequate networks or provide meaningful, affordable access to care.
 
We will be discussing this and other hot topics at this month's PSP meeting on Thursday, October 22nd. View the flyer.

NJ PMP
As a reminder, the new PMP law takes effect November 1st. Read our guidance. (please note that delegation is not allowed until regulations are finalized). We are told that the vendor has increased the capacity of its call center so that it can better handle the several hundred requests per day it is receiving from New Jersey prescribers. Please let us know if you have any technical difficulties signing up for access to the database.

ICD-10 One Week In 
Physicians are required to use ICD-10 diagnosis codes on claims with dates of service on or after October 1. Resources are available at www.msnj.org/ICD-10. Members are encouraged to report claims payment and payer system issues related to ICD-10 to MSNJ by emailing [email protected].
The AMA has revised its online ICD-10 information and resources.

"Increase Your Bottom Line"
Novitas Solutions has started to roll out a series of "Increasing Your Bottom Line" articles geared specifically to help Medicare Part B providers submit Medicare Part B claims accurately the first time. The next article, "Increasing Your Bottom Line: Using Modifier 24 to Indicate an Unrelated Evaluation and Management Service by the Same Physician During a Postoperative Period" is now available.
