Ready Set Code! ICD-10 Webinar Workshops
The compliance date for implementation of ICD-10 is October 1, 2015. Will you be ready? MSNJ and the New Jersey Hospital Association will host a series of specialty specific webinar workshops on ICD-10. These hands-on coding workshops will help you master ICD-10-CM and the documentation requirements associated with coding for your specialty-specific practice. Participants will gain an understanding of the code format and structure of ICD-10 and the ability to successfully assign diagnosis codes using ICD-10. Choose one workshop that best describes your practice. Each 2-hour Specialty Workshop will be repeated on two different dates/times for your convenience. All workshops are approved for 2 AAPC CEUs. Please read a notice from the NJ Division of Consumer Affairs regarding the new NJPMP law. Please note the instructions for access to your NJPMP account, including instructions on entering a unique email address. Read MSNJ's guidance.
Please find an informational notice for prescribers about electronic prescribing of controlled substances (EPCS) and the steps a prescriber needs to take in order to begin utilizing EPCS (and potentially other vendors).
Also on e-prescribing, AMA sent a letter to the DEA last month asking for improvements in electronic prescribing for controlled substances. Read the letter. MSNJ supports these e-prescribing improvement efforts.

Out of Network Legislation MSNJ continues to fight against legislation that would unfairly reduce physician payments and contract negotiation footing. MSNJ is part of a coalition of providers who favor disclosure and transparency from providers and payers, but oppose fee schedules and mandatory arbitration. MSNJ continues to advocate for a non-binding dispute resolution process. See recent press coverage.

State Board Vacancy
The Motor Vehicle Commission is looking to fill vacancies for physicians who serve on its Medical Review Unit. They seek physicians in the following specialties: cardiology, gerontology, endocrinology and psychiatry. The Medical Review Unit is responsible for identifying high-risk drivers and taking appropriate administrative action when medical or physical conditions may compromise a driver's ability to safely operate a motor vehicle.  | Medicaid Federal Government Claims that NJ Medicaid Incorrectly Paid for Personal Health Services The Office of Inspector General has issued a report claiming that between August 2008 and December 2011 the New Jersey Medicaid program paid $32 million from federal funds for home health services that were not allowable. The total federal share for personal health services was $393 million. The federal government is seeking a $32 million refund. Read more.

PQRS Data Errors
CMS announced that multiple errors were found in the 2014 PQRS data submitted by vendors on behalf of physicians and group practices that reported via EHR and Qualified Clinical Data Registries (QCDR). Physicians who participated and reported in 2014 PQRS through claims and clinical registries are not affected. Due to the errors, EHR and QCDR data is inconsistent and cannot be used to calculate quality performance for the 2016 value modifier. PQRS performance information also cannot be included on Physician Compare. There is no impact for PQRS and EHR Incentive Programs because physicians are judged on whether they can successfully report rather than performance. For the value modifier, CMS will not be able to accurately calculate the PQRS portion of the Quality Composite Score. The score will then be based only on the claims-based outcomes measures and Consumer Assessment of Healthcare Providers and Systems Survey, if applicable.

2014 PQRS Star Rating to Be Publicly Reported
In late 2015, CMS will publicly display a subset of individual 2014 PQRS measures through star ratings on physicians' individual profile pages. CMS will report information through star ratings only on physicians and group practices that were successful with 2014 PQRS. A review period will be available before the information goes live to flag problematic information. The preview period will last 30 days and is expected to start October 5. Review a preview report, through the PQRS Portal. Be sure to have an EIDM account.
CMS will host three one-hour webinars where physicians can ask questions about public reporting on Physician Compare and the 2014 quality measure preview period. Register. The following dates are available:

Medicare Enrollment Fact Sheet Updated
CMS has updated their fact sheet on Medicare Enrollment for Physicians and Other Part B Suppliers. This fact sheet provides Medicare enrollment information and how to ensure that physicians and other Part B suppliers are qualified and eligible to enroll in the Medicare Program. It includes information on how to enroll in the Medicare Program, how to report changes, and a list of resources.

Final End-to-End Testing Week Results
CMS conducted their third and final ICD-10 end-to-end testing week with all MACs on July 20 through July 24, 2015. According to CMS, this testing week demonstrated that CMS systems are ready to accept and process ICD-10 claims. Approximately 1,200 providers and billing companies participated with over 29,000 test claims submitted. View the results. Even though this was the final testing week, providers are encouraged to participate in acknowledgement testing, which can be completed at any time prior to October 1, 2015.
