Ready Set Code! ICD-10 Webinar Workshops
The compliance date for implementation of ICD-10 is October 1, 2015. Will you be ready? MSNJ and the New Jersey Hospital Association will host a series of specialty specific webinar workshops on ICD-10. These hands-on coding workshops will help you master ICD-10-CM and the documentation requirements associated with coding for your specialty-specific practice. Participants will gain an understanding of the code format and structure of ICD-10 and the ability to successfully assign diagnosis codes using ICD-10. Choose one workshop that best describes your practice. Each 2-hour Specialty Workshop will be repeated on two different dates/times for your convenience. All workshops are approved for 2 AAPC CEUs. Out of Network Legislation
As mentioned last week, Democrats in the Legislature have introduced A.4444/S.20, the "Out-of-network Consumer Protection, Transparency, Cost Containment and Accountability Act." MSNJ is engaged in a coalition opposing the bill and is meeting with sponsors and policy leaders. Please read our comments on the bill. Read the bill.

End of Life CME Waivers
The Board of Medical Examiners (BME) reports that the letters granting waivers from the license requirement to take two credits of end of life CME before the end of June have not yet been mailed. Importantly, BME advises that unless a licensee has no patient care responsibility, the waiver request will be denied and the physician should take the two required credits. There will be a 90 day grace period.

Biosimilars The Assembly passed A.2477, which passed the Assembly Health Committee earlier this month and establishes requirements for pharmacists to dispense biological products. Read more.

Drug Abuse
The Senate passed S.1998, the bill that updates and creates a mandate for the NJ Prescription Monitoring Program. The bill heads to the Governor's desk for signature. Read a description of the provisions of the bill.

Lab Testing
The Assembly has passed A.431, which requires a clinical laboratory that provides services for accountable care organization to establish clinical laboratory testing advisory board. The NJ Society of Pathologists and MSNJ support this bill.

Insurance Mandates
The Assembly has passed A.807, which requires insurers to provide for reasonable accommodation in accessing providers for persons with physical disabilities. MSNJ opposes this bill because it is not just an insurance mandate - it essentially requires physicians to refit offices to provide access for certain disabled patients. The insurance carriers also oppose, as it will create cost.

Apply for an EHR Hardship Exception by July 1 to Avoid 2016 Penalty
Eligible Professionals (EPs) who did not successfully participate in the Medicare EHR Incentive Program in 2014 will begin receiving penalties starting January 1, 2016. Medicare EPs can avoid the 2016 penalty by applying for a hardship exception by July 1, 2015. The hardship exception applications and instructions for an individual and for multiple Medicare EPs are available. CMS will use Medicare data to determine your eligibility to be automatically granted a hardship exception. If approved, the exception is valid for the 2016 payment adjustment only. If you intend to claim a hardship exception for a subsequent payment adjustment year, a new application must be submitted for the appropriate year.

Medicare Revalidation Delays
On March 18, 2015, Novitas Solutions issued all of the Phase III revalidation requests. Due to the size of the last mailing, CMS is currently experiencing processing delays for revalidation applications with an average processing timeframe of 100 calendar days. Please note no disciplinary actions will occur as a result of the delayed processing. Novitas expects to complete processing of Phase III revalidation applications by the end of calendar year 2015.
