The next meeting of the Revolving Reference Committee is February 2, 2015 at 7:00 pm via webinar. All resolutions need to be vetted by your County Medical Society prior to submission to MSNJ. Call for Candidates
MSNJ is accepting applications from candidates interested in positions on the Board of Trustees, AMA Delegation, Judicial Council and various positions. Please review the MSNJ Declared Candidates for 2015 as of December 23rd (Please note: Not all Counties have Submitted Candidates) and read a brief synopsis of the positions and expectations. Your involvement is key to the Success of MSNJ.

MSNJ 209th President, Dr. Angelo S. Agro, Passed
Dr. Angelo S. Agro, MSNJ 209th President, passed away on December 16, 2014. He will be fondly remembered for dedication and service to the Medical Society and Camden County Medical Society.

De Groote Award Nominations
MSNJ is accepting nominations for the De Groote Award which will be conferred at the MSNJ Inaugural Gala of the 223rd President, Steven Berkowitz, MD on May 9, 2015. The De Groote Award was established by resolution to honor the selfless work of Dr. Robert De Groote in service to the medical profession. The De Groote Award will be given to the individual whose selfless and idealistic work benefits humankind and not himself or herself.
Nominations should be made by submitting a brief narrative to info@msnj.org by close of business on Friday, February 20, 2015.

Legislative Update

Drug Abuse
The Assembly has passed A709, which would require pharmacies and prescribers to notify patients about how to ensure proper and safe disposal of unused prescription drugs. MSNJ supports this bill as a part of the Legislature's package of bills aimed to reduce drug addiction.
The Senate has passed S2366, which requires health care practitioners to inform patients of addiction potential of controlled dangerous substances prior to issuing prescription. Though it partly codified existing regulation regarding informed consent and medication management, MSNJ and specialty societies oppose this bill, since it creates liability and may affect medication adherence. The American Cancer Society also opposes the bill because it may reduce access to pain medication. MSNJ will continue to negotiate with the Legislature about this mandate.
Physician Training
The Assembly has amended S471/A1473. This bill requires physicians who perform physicals on children to complete a training module on cardiac health. This online one hour module is currently being prepared by the Departments of Health and Education pursuant to a requirement in a previously signed law requiring physicians who perform physicals on student athletes to complete it. At the request of MSNJ, NJAFP and NJAOPS and other specialty societies, the sponsors have amended the bill to ensure that the requirement is limited to one time and NOT tied to BME licensure. With the amendments, a physician will be required to maintain the certificate of completion and attest to the completion upon the next BME license renewal. The bill heads back to the Senate for concurrence, and then to the Governor's desk.
Medicaid Fraud
The Assembly has passed A1951, which establishes Medicaid Smart Card Pilot Program. The objective of the pilot program is to reduce the total amount of Medicaid expenditures, by reducing Medicaid costs relative to what would be expended in the absence of the program, through activities intended to reduce waste, fraud, and abuse. The bill requires the program to be designed to reduce the average monthly cost to the State Medicaid program for recipients within the pilot program's geographic area by an amount that is at least sufficient to recover the cost of implementing the program. MSNJ is monitoring this bill.

ICD-10: 280 Days Away
October 1, 2015 is the deadline to transition to the ICD-10 code set. MSNJ encourages all physicians to begin preparing for implementation by working with software vendors and testing their systems. View resources on MSNJ's website.

Volunteer for CMS ICD-10 End-to End Testing
CMS will begin ICD-10 end-to-end testing with a small group of volunteers, beginning in April 2015. If you are interested in volunteering for this testing opportunity, complete the Volunteer Testing Form by January 9, 2015. Volunteers will be notified of selection by January 30.
