"The New Jersey Board of Medical Examiners requires 100 continuing medical education credits, of which at least 40 of such credits shall be in Category I. Commencing with this biennial renewal period which started on July 1, 2013, two of the 40 credits in Category 1 courses shall, pursuant to P.L. 2011, c. 145 (C.45:9-7.7), be in programs or topics related to End-of Life care."

Further, "If a licensee believes that this mandate has little applicability to his/her practice area, waivers or extensions can be requested. The licensee, within 60 days of the expiration of the biennial renewal period, (by April 30, 2015) needs to send to the Board office, by certified mail, return receipt requested, or other proof of delivery, a letter explaining why such waiver/exemption is applicable. If granted, the extension or waiver is effective for the biennial licensure period in which the extension and/or waiver is granted. If the reason(s) which necessitated the extension and/or waiver continues into the next biennial period, the licensee shall apply to the Board for the renewal of such extension and/or waiver for the new biennial period."

The American Academy of Addiction Psychiatry, in collaboration with Providers' Clinical Support System for Medication Assisted Treatment, recently released a free 1-hour review course for physicians, who have completed the 8 hour required training to obtain a waiver to prescribe buprenorphine and would like an update. Free PCSS-MAT Online Module - Patient-Centered Urine Drug Testing: Facts you should know!
This module will provide the clinician with the "best clinical practices" to utilize patient-centered urine drug testing (UDT) as an important tool in the management of all patients, who are being treated for substance use disorder (SUD) and/or chronic pain with opioids. This module will discuss testing methodology in UDT, review the difference between qualitative vs. quantitative testing, review drug metabolism (which is essential to interpret test results) and finally discuss sample integrity check (SIC). IHCAP Notice Must be Posted in Physician Offices by August 3
The New Jersey Department of Banking and Insurance (DOBI) adopted regulations requiring physician offices to post notices regarding patient rights under the Independent Health Care Appeals Program (IHCAP). The notice language may be downloaded from DOBI's website. The notice must be posted by August 3, 2014. Read more.

New Jersey Patients Will Receive $3.5 million in Health Insurance Premium Refunds
This year New Jersey patient/consumers will receive $3,434,390 in refunds on their health insurance premiums. Over $2 million of that amount is attributed to refunds from Nippon Life Insurance. Oxford Health Plans of New Jersey will refund $932,301 to its members. More than 42,000 policy holders will receive a refund in the average amount of $142. While the refunds have heightened visibility because of the Affordable Care Act's requirement that insurance companies pay at least 80% of premiums collected on medical expenses, New Jersey has had a medical loss ratio requirement (in some cases up to 85% of premiums) long before the ACA. Tell Congress to Pass the Medicare Advantage Participant Bill of Rights Act Last fall United Healthcare terminated many of its Medicare Advantage participating physicians for "no cause" under their participation agreements. Many of these participating physicians had high volumes of Medicare Advantage patients and long term physician-patient relationships. This network narrowing occurred in the midst of open enrollment so many seniors were not aware that their physicians would not be in the Medicare Advantage network the following plan year. MSN supports legislation that would: prohibit mid-year terminations without cause; require that networks be finalized before open enrollment; and require plans to give Medicare Advantage patients adequate notice that their physician is being terminated from the network. Income is Most Determinative of Rate of Avoidable Hospital Use
A study funded by the Nicholson Foundation, and just released by the Rutgers Center for State Health Policy, finds that "per capita income is the most important determinant of whether a community has high or low rates of avoidable hospital use." Generally, areas with high per capita income have less hospital use. A notable exception is Camden, which does well in terms of avoidable hospital utilization rates given is socioeconomic disadvantages. Read the study and press release. |
 | Chikungunya Virus Update: 25 Cases in New Jersey According to data released by the Centers for Disease Control and Prevention (CDC), 25 cases of the Chikungunya virus have been found in New Jersey. This vector borne virus, is transmitted from mosquitoes to humans and causes symptoms such as fever and intense joint pain. Read more. For more information, visit the CDC website.

Sunshine Act: Open Payments Registration and Review/Dispute Process Began July 14 - Are you Prepared?
MSNJ urges physicians to register, review their data, and object if the information is incorrect. Physicians need to be aware of the information that will be released to the public on September 30. Physicians should expect for the media to identify physicians with high amounts of monetary transfer and to publish that information in the same way that the media did when 2012 Medicare physician payment information was published.

UPDATE: Novitas Coordination of Benefits Crossover Issue
A system error caused Part B claims, containing certain non-payable measurement codes, to not cross over to the Coordination of Benefits Contractor (COBC). The system error impacted claims processed between July 1 and July 10. Novitas has since completed additional analysis and figured out that the Part B claims that contained certain non-payable measurement codes actually crossed over to the COBC. The claims that also included payable services were received and accepted by the COBC and were sent to the appropriate supplemental insurers for processing. No action is required by providers at this time. Read more.

New Prescription Blanks - Certificate of Destruction Requirement
Under the Uniform Prescription Act, physicians destroying old unused prescription blanks must notify the NJ Drug Control Unit (DCU) of the destruction by completing a certification of destruction. The certification of destruction is meant to be a provider protection that helps prevent stolen, forged, altered or counterfeited prescriptions. The witness of the destruction of the blanks must complete the form; the witness may not destroy the blanks him/herself. The DCU requires a different certification form to be submitted for each unique batch number or order month. A copy of the first and last serial numbers in the batch must also be submitted. Blanks may be destroyed by shredding, burning, pulping or pulverizing, so long as they are rendered unreadable. Questions should be addressed with the DCU at 973.504.6200 or NJPB@dca.lps.state.nj.us.
Reminder: Physicians must begin using the new prescription blanks on August 18, 2014. An updated list of approved printer vendors has been posted to the BME website. See MSNJ's member benefits section on our website for discount information.
