The National Registry of Certified Medical Examiners

(National Registry) is a new Federal Motor Carrier Safety Administration (FMCSA) program.  

 

It requires all medical examiners* (MEs) who wish to perform physical examinations for interstate commercial motor vehicle (CMV) drivers be trained and certified in FMCSA physical qualification standards.  

 

Medical examiners that complete the training and successfully pass the test are included in their online directory. CMV drivers must have their required physical examinations performed by a certified ME starting May 21, 2014.

 

This live activity is approved for AOA Category 1A Credit as well as AMA PRA Category 1 Credit™.

MSNJ Advocates for Repeal of Medicare's SGR while Congress is in Recess

MSNJ will be meeting with members of Congress over the summer recess to urge a repeal of Medicare's physician payment formula based on a sustainable growth rate (SGR) which has resulted in statutory payment reductions over the last decade. Each year Congress overrides significant payment cuts with short-term band-aids. This is the first year that a comprehensive solution has been proposed largely through the efforts of the House Energy & Commerce Committee.  MSNJ previously wrote to the Committee with concerns about one provision that would remove funds for misvalued codes from the program instead of retaining funds for undervalued codes under budget neutrality principles. We will also express concerns about whether the update amounts are sufficient to keep up with increasing costs, especially when existing programs contain penalties that may erase the 0.5% annual update. Sunshine Act Data Collection Began August 1

On August 1, 2013, manufacturers and group purchasing organizations (GPOs) began the Open Payments data collection associated with the Sunshine Act. This includes collecting information about payments or other transfers of value that they make to physicians. Although physicians are not required to take immediate action, MSNJ suggests that members use CMS' free mobile app to track contact information of physicians and industry, share information between the physician and industry, and track payments and other transfers of value. Search the mobile app store using "open payments mobile for physicians." Read more. Physicians should begin discussions now with pharmaceutical representatives and others and request that they inform of how they are reporting any applicable transfers of value. 

ICD-10 Preparation Poll

The ICD-10 compliance deadline is October 1, 2014. MSNJ is interested in learning where each practice currently stands with ICD-10 preparation. Ask your practice manager to take the poll in the MPMS Community by August 29.

Mark Calderon, MD Appointed New Chief Medical Officer Named for Horizon NJ Health

This week, it was announced that Dr. Mark Calderon, who currently serves as Executive Medical Director of Quality Management for Horizon BCBSNJ, will assume the Vice President and Chief Medical Officer position of Horizon NJ Health. Read the press release

HIPAA Minutes"- New Educational Tool 

MSNJ and Helen Oscislawski, Esq. present two-minute videos on the HIPAA changes due to the Final Omnibus Rule. Part 8: Patient Rights - Request for Restriction is now available.

New Newborn Screening Mandate

This week, the Governor signed S-2137/A-3272, sponsored by Senators Stephen Sweeney and Kevin O'Toole and Assembly Members Jason O'Donnell, Patrick Diegnan and Troy Singleton. This legislation provides for screening newborn infants for adrenoleukodystrophy.

 

Diabetes Awareness

This week, the Governor signed A-3432/S-2288, sponsored by Assembly Members Herbert Conaway, Pamela Lampitt, Nancy Munoz and Betty Lou DeCroce and Senators Robert Gordon and Christopher Bateman. This legislation requires development of a diabetes action plan by the Department of Health. The plan is to identify goals and benchmarks related to reducing the incidence of diabetes in New Jersey, improving diabetes care, and controlling complications associated with diabetes.

Governor Signs Gun Violence Prevention Laws  

The Governor signed a number of bills relating to gun violence prevention. Of note, he signed A -3717/S-2492, which requires submission of certain mental health records to National Instant Criminal Background Check System. NJPA had provided input on this bill to the Governor's task force on violence. Read more in the full legislative report.

The Office of Civil Rights (OCR) recently launched three modules on HIPAA compliance:

For this month's practice checkup, take a look at the full results of the AMA's 2013 National Health Insurer Report Card (NHIRC) and see how health insurers measure up. The NHIRC provides metrics on the timeliness, transparency and accuracy of claims processing of participating payers in an effort to educate physicians and the public, and to reveal opportunities for improvement. This tip is a part of the AMA's "Prescription for a healthier practice" series to help physicians and their staff examine how their practices are performing in key administrative processes.

NJ-HITEC Offers Meaningful Minutes

NJ-HITEC has changed their Meaningful Use hour-long webinars into Meaningful Minutes so they can still continue to provide updates, but in a more concise and shorter format. At the conclusion of each Webcast, participants will receive a one-page summary of the most important topics covered to share with the rest of their team. The "Meaningful Minutes" will be offered every Wednesday from noon to 12:30 p.m. and will continue to help physicians, nurses, and practice managers stay up-to-date on the important changes in Meaningful Use, CMS incentive programs, and related Health IT issues.
