Consolidation Trend in Healthcare Delivery

  • Aetna Acquires Coventry Health Care

This week Aetna announced that it completed its acquisition of Coventry Health Care Inc. Aetna stated that the acquisition allows it to increase its presence with the expanding government sector business and expand its relationships with local providers. Notably, Coventry's portfolio includes workers compensation solutions and rental network services.

 

  • Cooper University Healthcare Acquires 20% Interest in AmeriHealth

Last month, in a novel arrangement, Cooper University Healthcare announced that it intended to acquire a 20% ownership interest in the health insurer, AmeriHealth. The partnership is based on an accountable care organization model. AmeriHealth's President and CEO hopes to offer co-branded insurance plans in 2013 and then to introduce them into the health insurance marketplace in 2015. The acquisition must be approved by the New Jersey Department of Banking & Insurance. Read more.

 

  • MSNJ President Mary Campagnolo, MD, Speaks on NJ Healthcare State at State Public Affairs Conference
This week, MSNJ President Mary F. Campagnolo, MD, MBA, participated in a panel discussion with other NJ healthcare leaders at the RWJ Hamilton Center for Health & Wellness. President Campagnolo addressed the consolidation seen already in the state, such as the changing relationships between physician groups, pharmacies and accountable care organizations. She noted that healthcare costs should decline with this kind of nontraditional model, and efficiency in treating patients should increase, throughout which, quality care is paramount to its success. EEOC Explores Whether Employer Wellness Programs are Discriminatory

This week, the Equal Employment Opportunity Commission listened to concerns expressed by a panel of experts on whether employer wellness programs violate federal discrimination laws.  

 

Expressed issues include: seeking information on disabilities and genetic testing; whether the programs are voluntary; use of penalties or financial incentives; discrimination based on age and gender. A former EEOC commissioner urged the Commission to develop guidance on the application of federal laws against discrimination, HIPPA, and the Affordable Care Act's provisions on incentives and penalties to wellness programs to facilitate employer compliance. Applications Still Accepted for Hurricane Sandy Relief Grant 
The Physicians Foundation announced a grant in the amount of $350,000 each to the Medical Society of New Jersey and the Medical Society of the State of New York. Grantees do not have to be MSNJ Members. Download the application today.

 

Legislative Update  

Medicaid Expansion

The Senate Health Committee passed S. 2644, sponsored by Senators Joseph Vitale, Nia Gill and Loretta Weinberg, which would expand Medicaid eligibility pursuant to the federal Affordable Care Act.  The bill essentially is the legislative version of the Governor's decision to expand Medicaid eligibility under the ACA.  MSNJ's position on expansion can be found here .

 

Value Based Benefit Design for Chronic Health Conditions

The Assembly Appropriations committee passed A. 1214, which establishes a pilot program to utilize value-based benefit design in the State Health Benefits Plan to increase health benefits coverage for certain employees concerning chronic health conditions.   

 

The coverage design will utilize explicit financial incentives to increase the employee's interaction with appropriate health care providers, and encourage use of those health benefits that specifically relate to the employee's chronic health condition.  MSNJ is monitoring this bill, which mirrors the goals of ACOs and other new payment models that focus on outcomes.

  • The Office of Civil Rights (OCR) recently launched three modules on HIPAA compliance:

  • Videos on the HIPAA Security Rule are also available on the OCR's YouTube Channel. These videos are designed for small practices and offer an overview of how to establish basic safeguards to protect patient information and comply with the Security Rule's requirements.
