This spectacular sold-out event was generously hosted by Vancouver's newest premium vehicle boutique and one of our newest members!

Kits Beach Park Dedicated Bike Path

 

On October 7, 2013, Vancouver Park Board Commissioners approved two phases of development of a dedicated bike path, pedestrian paths, and lighting in Kitsilano Beach Park and Hadden Park. This proved controversial; with many in the community speaking against the proposal.

 

Phase One of the Kits Beach/Hadden Park plan involves the construction of a dedicated bike path, approximately 1.4 km long, from Vanier Park through Hadden Park and Kitsilano Beach Park, ending at the west side of the Park at Point Grey Road. The proposed path would be 3.5 meters wide, of approximately 1.25 acres of new asphalt, raised in spots, routing through several well-used areas of the park. Phase Two calls for bike path lighting and construction of additional pedestrian paths. A portion of the $2.2 million budget for Phase One would come from funds originally allocated for the Point Grey-Cornwall Active Transportation Corridor.

 

Criticisms of the plan include:

  • Loss of green space and doubling of user density compared to any other park in Vancouver
  • Safety risks where the cycle path intersects with children, their playground, picnic areas and green space commonly used by families
  • Lack of proper consultation. The proposal was not revealed to the public before the Park Board Commissioners meeting. Critics have suggested alternate routes, less intrusive to the Parks and safer for existing users. Alternate routes can take advantage of existing, well-used bike routes on traffic calmed streets adjacent to Hadden Park and Kitsilano Beach Park.

 

Through a subsequent RFP (request for proposal), the Park Board engaged a consultant to design the path. The RFP documents detailed "the Accepted Route." Commissioners have since stated the proposal is "final" and they're "not going back to the drawing board". But they've also said the final route and form of the path has not yet been determined, with any other understanding termed a "misconception."

 

In an attempt to prevent construction of the bike path, opponents filed a petition in the Supreme Court of BC on Nov. 8, 2013, asking the Court to enforce the restrictive covenants embedded in the park gift to the City from Mr. Harvey Hadden, an early Vancouver land speculator. Within a few days of filing the petition, lawyers for the City and Park Board agreed to an interim injunction against construction in the park until the courts determine if the bicycle path plan is consistent with the terms of Mr. Hadden's gift. A full hearing by the court isn't expected until 2014. The Park Board has also announced that all bike path planning in that area be suspended until the court can hear the petition
