Bill Encouraging Boat Makers to Enter Renewable Energy Industry Moves to Full Assembly after Committee Approval with Amendments Approved by Assembly Transportation, Public Works and Independent Authorities Committee, 2/11/2013
A-3336 (Identical Bill S-1209): The legislation would make New Jersey boat manufacturers eligible to apply for any loan program offered by the New Jersey Economic Development Authority (NJEDA) that supports companies starting or expanding manufacturing, or that is planning to manufacture, Class I renewable energy or energy efficiency systems, products, or technologies. To be eligible, a boat manufacturer must use the loan to manufacture Class I renewable energy or energy efficiency systems, products, or technologies. The Committee amended the bill to align the eligibility requirements with those the NJEDA issued for the "Edison Innovation Clean Energy Manufacturing Fund," administered by the NJEDA in collaboration with the New Jersey Board of Public Utilities (BPU).

Bill Would Extend Wind Tax Credit to Port Authority of NY & NJ Sites

S-2590 (Identical Bill A-3927): The bill would amend the "Offshore Wind Economic Development Act" to expand the definition of "wind energy zone" to include the port district of the Port Authority of New York and New Jersey. This addition would allow tax credits for the development of qualified wind energy facilities in the port district of the Port Authority of New York and New Jersey. The current law defines "wind energy zone" as property located in the South Jersey Port District. To be eligible for tax credits, a business must demonstrate, at the time of application, that the State's financial support of the proposed capital investment in a qualified wind energy facility will yeild a net positive benefit to the State. The bill also extends the deadlines for businesses to apply and submit documentation for the tax credit for a qualified wind energy facility in a wind energy zone, provided pursuant to the "Urban Transit Hub Tax Credit Act," and provides that the BPU may approve a qualified offshore wind project located offshore of a municipality in which casino gaming is authorized as a demonstration project.

Pennsylvania Legislation Would Provide $25M a Year for Solar Rebate Program Introduced and referred to House Environmental Resources and Energy Committee, 2/13/2013 HB-200: The legislation would allocate $25 million a year to the Sunshine Solar program, which provides rebates to help fund solar electric (solar photovoltaic, or PV) and solar hot water (solar thermal) projects for homeowners and small businesses. The funds would come from the Marcellus Shale Impact Fee. The Sunshine Solar Program, created in 2008, recently received the final $7.25 million of its initial $100 million appropriation. The Corbett administration has announced it will stop taking applications at the end of this year. Text of Bill Sponsor News Release Bill Would Boost Requirements for Renewable Energy Production Introduced and referred to the House Environmental Resources and Energy Committee, 2/25/2013 HB-100: The legislation would amend the Alternative Energy Portfolio Standards (AEPS) Act to increase the amount of electricity companies must obtain from renewable sources such as wind and solar. Current law requires 4% of electricity to come from renewable sources for 2013 and requires an increase to 8% by 2021. Bill Would Provide Financial Incentives for Offshore Wind Energy Introduced and referred to Senate Finance Committee, Feb. 28, 2013 S. 401 (Companion Bill H.R. 924):
The legislation, known as the Incentivizing Offshore Wind Power Act, would provide financial incentives for investment in offshore wind energy by extending investment tax credits for the first 3,000 MW of offshore wind facilities placed into service - an estimated 600 wind turbines. The bill is similar to one introduced during the last Congress, but which did not advance by the end of the congressional term.
