Press-Republican publisher, Bob Parks, to retire
Bob Parks  
Bob Parks, longtime publisher of the Plattsburgh Press-Republican, announced today that he is retiring after a four-decade career in the newspaper business.
 
Parks, 65, has served as publisher of the paper since 2000, leading it smartly into the digital era by introducing website and mobile-phone platforms that have attracted an audience from throughout the North Country and beyond.
 
"I am retiring from a very good newspaper," Parks said.
 
"The Press-Republican serves a great community in print and online, and that's a tribute to the dedicated staff, who take their mission to heart to serve the community every day."
 
COMMUNITY LEADER
 
Robin Quillon, regional executive for Community Newspaper Holdings Inc., parent company of the Press-Republican, praised Parks for his commitment to the community, noting that he has been active in numerous business and civic organizations, as well as the newspaper industry.
 
"Bob Parks has built a reputation as a go-to leader in the community and at the Press-Republican," said Quillon. "We heartily applaud his contributions to both over the years."
 
Quillon said a search for Parks's successor would begin immediately. More 
NYNAME now accepting entries for 2016 Ad Contest 
The New York Newspapers Advertising & Marketing Executives (NYNAME) are now accepting entries for its 2016 advertising competition.
 
Open to members of NYNAME and NYNPA, the annual contest recognizes newspapers and their advertising staff for their hard work and talents in newspaper advertising.

As always, the contest is free to enter. The deadline to submit entries is Friday, February 26 at 5:00 p.m.
 
This year, NYNAME has revamped the competition by adding new categories and adjusting its circulation classes.

New categories for 2016 include Classified Section, General Ad - 2x3 and Smaller, General Ad - 2x4 and Larger, Public Service or Non-Profit Special Section, Classified Promotion, Locally Prepared Auto, Real Estate or Recruitment Ad, Mobile or Tablet Ad, and Conquest Targeted E-mail.

Some categories were held over from previous contests, including Newspaper Self-Promotion, Specialty Supplement, Innovative Ad Project, and two online categories, while several outdated categories were retired to make room for the new additions. 

Also new for 2016, each newspaper will be permitted to submit up to three entries in the Innovative Ad Project category in order for NYNAME to collect more great ideas for its annual Innovative Ideas Book, which is distributed to attendees of the 2016 conference. Only one entry per category, per newspaper is allowed in all other categories of the competition.

In an effort to create a better balance among members competing in the contest, NYNAME has adjusted its circulation groups as follows:
  1. Under 10,000
  2. 10,000-25,000
  3. Over 25,000

NYSCMA, Inc. accepting entries for 2016 Promotion Awards
Circulation/marketing contest submission deadline is May 13th
The New York State Circulation Management Association, Inc. (NYSCMA, Inc.) is now accepting entries for its 2016 Promotion Awards.
 
The annual competition recognizes newspapers and their circulation staff for their hard work and creativity as they grow circulation, and continually find new ways to market their newspaper.
 
Newspapers will once again compete within two circulation classes: Under 40,000 and Over 40,000. The deadline to enter is May 13th.
 
In an effort to make entering the contest easier for its members, NYSCMA, Inc. is now accepting entries exclusively online, eliminating the need for participants to create and ship entries on display boards.
 
Also new for 2016, the Newspapers in Education category has been eliminated, as NIE material will now be eligible for the Special Projects/Community Involvement category.

New York State Division of Human Rights Adopts Regulations Prohibiting Discrimination Against Transgender Individuals

As reported in the December 23, 2015 New York Labor and Employment Law Report, although neither the federal nor state law expressly prohibits discrimination on the basis of gender identity or expression, Governor Cuomo bypassed the legislative process and urged the New York State Division of Human Rights to issue regulations that will interpret the state's anti-discrimination prohibitions to cover transgender individuals. Workshop for printers responsible
for newspaper mailing registration is open

The registration for a hard-hitting educational workshop for printers and publishers that prepare Periodicals Class Mail newspapers is now open. The workshop is being held in conjunction with the National Newspaper Association's Community Newspaper Leadership Summit, March 16, 2016, in Washington.

Practical and detailed, the event will focus on mail preparation techniques to help newspapers improve on-time delivery in the mail. This education program is one of many steps NNA is taking to address an outbreak of subscriber complaints about mail delivery.

NNA President Chip Hutcheson, publisher of The Times Leader in Princeton, KY, said attendees should come prepared to dig into the details of creating bundles and containers, targeting critical entry times so newspapers do not miss transportation opportunities and utilizing new U.S. Postal Service service hubs. They should also bring their own concerns for top USPS officials to address. NNA will also unravel some of the complexity surrounding electronic documentation and Full-Service IMb.

Hutcheson said, "We expect this workshop to be pretty specific about best practices, but it also will be general enough that publishers who have so far found postal a somewhat inaccessible topic will get a lot out of these sessions."

The Postal Service also learns from interactions with newspaper printers and publishers, NNA Postal Committee Chair Max Heath said. The workshop will capture follow-up tasks coming from question and answer sessions for NNA or USPS to improve newspaper mail.

"NNA has been engaged for the past year in kaizen (continuous improvement) studies designed to dive into the problems newspapers face in mail processing. We have to be honest with ourselves. While USPS can improve, some of the problems are created by us as we prepare mail. The mail system has changed and newspapers have sometimes not kept up. At the same time, we have to ask for what we need from the Postal Service. We can and we will.

"I urge newspaper printers to send someone to this event. I guarantee you will learn something critical to your business," he said. "Attendees are also invited to register for the Community Newspaper Leadership Summit the next day so we can carry our concerns to Capitol Hill in time to pass a bill that will prevent further deterioration in service."

The event will begin with lunch at 11:30 a.m. March 16 at USPS Headquarters in Washington. Attendees must be registered before March 11, 2016, to be approved for admittance by USPS security.
