Job Duties
Determines system design and programming requirements; assigns, supervises and participates in systems design and programming projects; develops work plans and prepares time and cost estimates; prepares system specifications; researches, tests and evaluates new system software and hardware; consults with department heads and staff to determine needs and provide guidance on systems and procedures; writes and debugs code for interface with purchased systems; confers with vendors; ensures installation standards and policies are carried out properly; conducts technical reviews of application analysis and design; troubleshoots problems in user applications; oversees the maintenance of internet and intranet web sites; conducts feasibility studies, compiles reports and formulates recommendations; implements projects upon completion; plans, oversees and participates in end users' training on software and hardware; monitors system performance; evaluates employee's work performance and provides feedback for improvement; formulates departmental budget recommendations; coordinates and implements security measures to safeguard computer sites, files and information; identifies outside contractors and administers contracts; prepares reports and analysis; performs related work as required.

MINIMUM QUALIFICATION REQUIREMENTS Attainment of a minimum of a bachelor's degree from a recognized college or university in computer science or a closely related field, and a minimum of three years' administrative or responsible supervisory experience in systems design, development and project management; or a combination of education and experience equivalent to these requirements.
 
SPECIAL REQUIREMENT:  May be required to possess a valid driver's license from state of residence.

Thorough knowledge of network and system design, analysis and maintenance; good knowledge of modern programming languages; good knowledge of various computer applications and tools; good knowledge of management principles and techniques; ability to define, develop and implement systems to meet user needs and requirements; ability to communicate effectively, both orally and in writing; ability to make system modifications and to write programs; ability to organize, coordinate and supervise the work of others; ability to coordinate the work of employees and the needs of users; ability to deal firmly with vendors; ability to establish and maintain effective working relationships with superiors, subordinates, and other employees.
