The City Council will meet on Monday, April 25, at 7 p.m. in City Council Chambers. My analysis of the agenda is below. The Council is scheduled for a vote on the Adequate Public Facilities Ordinance for school capacity.

If you are concerned that new residential development in the City could further impact our already overcrowded schools, this is a reasonable, common sense approach for the City to take. If you agree that the City should take that concern into consideration when it reviews new projects, then please contact your City Council representative and the Mayor.

Early in each Council Meeting there is an opportunity for comments by the General Public. The public may comment on any subject that is not on the agenda for a Public Hearing. Comments during this time are limited to five minutes per person. 


CONSENT CALENDAR
Comment: The Consent Calendar is used to quickly get through items that have unanimous support from Council in order to reduce unnecessary time on procedure. Any council member can request that an item be removed from the Consent Calendar for any reason. Any item remaining on the consent calendar has the unanimous support of Council for the limited action described below. 
 
BEGINNING OF CONSENT CALENDAR
 
GT-19-16         Transfer from: Fire Equipment Transfer to: UPWP Fleet - Salary - Fire 
Comments: Request for a transfer of $3k within the Fire Department Budget for one new hire in June. I will support this transfer.

GT-20-16         Transfer from: Salaries Transfer to: Accounting Services - Finance 
Comments: Request for a transfer of $55k within the Finance Department to hire a third-party to administer a City-wide internal audit. I support this initiative and place a high value on an internal audit. In the long-term, I'd prefer that the City create an Audit Committee and hire an auditor that reports to that Committee. In the meantime, I will support this transfer.

O-15-16         Lease of City Dock Space to Chesapeake Marine Tours - For the purpose of authorizing for fiscal year 2022 the lease of certain municipal property located at the City Dock to Chesapeake Marine Tours, Inc. for the docking and mooring of certain boats.

Comments: This is an annual lease that is getting renewed in 1 year increments. This lease is valuable to the City both in terms of economics and the services provided. I support this lease.

R-07-16         City Sponsored Special Events in Fiscal Year 2017
- For the purpose of identifying City Sponsored Special Events and waiving certain related City Fees during Fiscal Year 2017.

Comments: This legislation would approve and waive fees for a number of events including the (1) MLK Parade, (2) Memorial Day Parade, (3) Independence Day Celebration, (4) USNA Band Operations, (5) Kunte Kinte Heritage Festival, (6) MRE Tug of War, (7) Jaycees' Grand Illumination, (8) EYC Lights Parade, and the (9) New Year's Eve Celebration. These events all serve a valuable purpose that improves City life. Although the City incurs costs for these events, those costs have been absorbed into the budget. I will support this legislation.
 
R-08-16         Itinerant Merchant Sales in the Historic District - 2016 - For the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with certain special events during calendar year 2016.

Comments: Another piece of legislation, O-8-16, proposes to revise some regulation of Itinerant Merchant Sales in the Historic District, but that Ordinance has not been adopted (yet) by the City Council. If that Ordinance was adopted as introduced, then this Resolution would not be needed. This resolution permits for specifically named events in 2016, the sale of merchandise in the Historic District in specific geographic locations. I intend to support this Resolution.
 
R-16-16         BEE CITY USAŽ - For the purpose of accepting the designation and committing to the standards of BEE CITY USA.

Comments: This legislation requires the City to educate the community about the benefits and of the need for bees and the pollinating services they provide. I support this legislation.

O-19-16         Traffic Impact Analyses - For the purpose of changing the threshold for when a traffic impact analysis is required from four hundred trips to two hundred fifty trips.

Comments: Development projects of all sizes contribute to the demands on our roads and the increase in traffic. With the 400 trips per day standard, some decent sized projects have been permitted to proceed without a traffic impact analysis. This legislation lowers the trigger to 250 trips per day for doing such an analysis.

O-20-16         Title 17 Updates and Amendments - For the purpose of updating and amending Chapters 17.04 and 17.08 of the Annapolis City Code to prohibit the use and sale of coal tar pavement products; and matters generally relating to prohibiting the use and sale of coal tar pavement products.

Comment: Coal tar sealants are a harmful type of sealant used on asphalt driveways. There are acrylic alternatives that are less harmful to the environment. This legislation mirrors a bill passed in Anne Arundel County to prohibit the sale and use of coal tar sealants.

O-36-15         Adequate Public Facilities - For the purpose of adding review criteria and certification for adequate school facilities to Title 22 of the Code of the City of Annapolis; and matters generally relating to the adequacy of school facilities.

Comment:  For far too long, the City of Annapolis has not considered during the review process the impact of residential developments on public schools. This legislation would finally add "schools" to the list of services, such as water, sewer, police, and fire, which would be evaluated for sufficiency prior to allowing new residential developments. For a fuller analysis of what Adequate Public Facilities is, why it is important, and responses to common objections, please read this explanation.
