APPOINTMENTS AP-10-16 The Appointment of Christopher B. Flynn to the Housing Authority City of Annapolis (HACA) Board Comment: I met Mr. Flynn during his interview by the Housing and Human Welfare Committee. He has very impressive credentials and experiences in management and leadership. His answers to numerous questions demonstrated his sincerity, intelligence, and ability to serve in a meaningful role as a commissioner. Pending consideration of issues you raise, I intend to vote for him.

Early in each Council Meeting there is an opportunity for comments by the General Public. The public may comment on any subject that is not on the agenda for a Public Hearing. Comments during this time are limited to five minutes per person.

Comment: The Consent Calendar is used to quickly get through items that have unanimous support from Council in order to reduce unnecessary time on procedure. Any council member can request that an item be removed from the Consent Calendar for any reason. Any item remaining on the consent calendar has the unanimous support of Council for the limited action described below.

O-11-16 Transportation Network Services - For the purpose of imposing an assessment on Transportation Network Services for trips that originate in the City of Annapolis in accordance with the ANN. CODE OF MD., PUBLIC UTILITIES ARTICLE, Section 10-406. Sponsor: Pantelides
Comment: As a result of state legislation, the City is authorized to assess transportation network services that originate in the City up to 25 cents per trip. This legislation implements that fee. The main impact will be on trips taken from companies like Uber. During the public hearing, the only comments provided were in support of this legislation. Before reaching a final decision, I welcome your further comments and recommendations.

PROPOSED MOTION TO WITHDRAW 0-7-16
O-07-16 Chapter 21.56 Historic District - For the purpose of updating and amending Chapter 21.56 of the Annapolis City Code to simplify and reorganize that Chapter for ease of use, to clarify processes, to remove obsolete language, to include substantive changes; and matters generally relating to Chapter 21.56.

As explained by Alderman Budge:
"In an effort to gain community consensus and foster stakeholder engagement on a series of very complex issues, Mayor Michael Pantelides and Ward One Alderman Joe Budge will propose withdrawal of O-07-16 to City Council at its April 11th meeting. Both the mayor and the alderman feel confident that those most affected by the legislation will be best served by the Historic Preservation Commission and the Arts in Public Places Commission working to achieve consensus with the public on changes that fall within their established duties. Mayor Pantelides and Alderman Budge both agree that community consensus formed by these commissions will help create a foundation for future legislation.
The work group formed to discuss O-07-16 as currently proposed will be dissolved so that individual stakeholders may focus on their areas of interest with the commissions."
