The City Council will meet on Monday, March 14, at 7 p.m. in City Council Chambers. The highlight of the meeting will be the Mayor's State of the City Address and presentation of the Mayor's recommended Operating and Capital Budgets.

The Annapolis City Council will meet on Monday, March 14, at 7 p.m., in the Council Chambers. Early in each Council Meeting there is an opportunity for comments by the General Public. The public may comment on any subject that is not on the agenda for a Public Hearing. Comments during this time are limited to five minutes per person.
CONSENT CALENDAR
Comment: The Consent Calendar is used to quickly get through items that have unanimous support from Council in order to reduce unnecessary time on procedure. Any council member can request that an item be removed from the Consent Calendar for any reason.

3. GT-14-16 Transfer from Disposed Vehicle Sale Revenue, Training and Education Transfer to ADOT Bundled Capital Facility Improvement Project
Comment: This is a requested transfer of about $20k to cover unforeseen items that need to be addressed at the ADOT complex.
4. GT-15-16 Transfer from Sidewalk Improvement (CIP) Transfer to PW Engineering & Construction Salaries/ Public Works
Comment: This is a requested transfer of about $35k to pay for a contractual construction inspector.
5. GT-16-16 Transfer from SW Res- Contract Services Transfer to SW Res- Overtime- Public Works/Residential Refuse
Comment: This is a transfer of about $10k to have Public Works employees, rather than a contractor, empty street trash cans on the weekends.

6. O-02-16 Amending the Composition of the Maritime Advisory Board
- For the purpose of replacing the Chair of the Annapolis Conservancy Board with a representative of the maritime industry to serve on the Maritime Advisory Board.
Sponsors: Budge, Arnett, Pfeiffer, Pantelides
Comment: Currently, the Chair of the Conservancy Board sits as a member of the Maritime Advisory Board. The chairs of both boards agree that this is not helpful and the Maritime Board would be better served by having an additional person with a maritime background.
7. O-03-16 Stevens, Incorporated Lease of 142 Dock Street - For the purpose of approving the lease for certain City-owned property located at 142 Dock Street; and matters generally relating to said lease.
Sponsor: Pantelides Comment: In 1821, City officials agreed to lease this lot of land, about 50' x 50', for $10 per year, for consecutive 99 year periods. The Stevens family owns the building upon this land. Our City Attorney opines that the City Council has no legal recourse other than to approve the next 99 year lease.

O-04-16 Lease of City Property: Spring 2017 Boat Shows - For the purpose of authorizing a lease of certain municipal property located at the City Dock, surrounding areas and boat moorings in Annapolis, Maryland as more fully described in the Lease Agreement with Cruisers University, Inc., t/a Annapolis Spring Sailboat Show, in April 2017, to conduct boat shows.

O-06-16 Lease of City Property: Spring 2019 Boat Shows - For the purpose of authorizing a lease of certain municipal property located at the City Dock, surrounding areas and boat moorings in Annapolis, Maryland as more fully described in the Lease Agreement with Cruisers University, Inc., t/a Annapolis Spring Sailboat Show, in April 2019, to conduct boat shows.
Sponsors: Pantelides, Budge Comment: These leases continue to permit the US Boat Shows to use a portion of City Dock to conduct their popular boat shows. They City gets an increasing portion of the ticket sales generated by these shows, from 40% in 2017, to 45% in 2018, and 50% in 2019.
11. R-04-16 Public Approval - For the purpose of providing public approval for Public Finance Authority Revenue Bonds for in a principal amount not to exceed $30M with respect to St. John's College Annapolis Facilities.

Comment: The City is not the beneficiary nor the liable party for these bonds - St. John's College is both. The Public Finance Authority requires the local government entity to approve of the bonds it issues to educational facilities. This resolution expresses that approval.

O-13-16 Annual Operating Budget: Fiscal Year 2017 - For the purposes of adopting an operating budget for the City of Annapolis for Fiscal Year 2017; appropriating funds for expenditures for Fiscal Year 2017; defraying all expenses and liabilities of the City of Annapolis and levying same for the purposes specified; specifying certain duties of the Director of Finance; and specifying a rate of interest to be charged upon overdue property taxes.
