R-36-14 Continuation of Public Hearing of Jan. 12, 2015: Taxi Fees and Charges - For the purpose of increasing the authorized mileage rate charged by taxicabs licensed by the City of Annapolis from $2.00 per mile to $2.50 per mile.

Comment: The stated reason given for the increase is that the rate has not changed since 2000, so the cost of rising gas and license fees since then have been borne solely by the taxicab licensees. In addition, the City raised the fee for a taxicab license by 92% last July. I welcome your comments.
O-30-14 A Modification To Parking Requirements And Adding As A Permitted Use In The B1 District The Use: Commercial, Trade, Vocational, Music, Dance, Or Art Schools - For the purpose of implementing the West Annapolis Sector Study.

Comment:This legislation effectuates 2 of the themes from the West Annapolis Sector Study. First, it allows Pilates and yoga studies in the B1 District. Second, it reduces the parking requirements in the B1 District for restaurants, from 30 down to 15% of the seating and standing capacity, which recognizes the limited parking available and the accessibility of these businesses by walking or bicycling.

Considering the Acquisition of Land and Improvements Located at 110 Compromise Street - For the purpose of expressing the sense of the Annapolis City Council's consideration of acquiring the land and improvements located at 110 Compromise Street for a purchase price of $4,500,000.

O-34-14 Local Zoning Map Amendment - For the purpose of rezoning parcel 0056, Grid 0017, Tax Map 051C, known as 61 West Washington Street, Annapolis, Maryland, to be zoned in its entirety as BR, "Business Revitalization" Zoning District.

Comment: This legislation only effects one address, alternatively known as 61 or 63 Clay Street. This parcel was inadvertently split-zoned when zoning maps were put in digital form in 2005. This local zoning map amendment seeks to correct this error. This legislation does not produce a significant fiscal impact. Unless convinced otherwise by you or my colleagues, I intend to vote for this Ordinance.

O-2-15 Lease of City Dock Space to Chesapeake Marine Tours - For the purpose of authorizing for fiscal year 2021 the lease of certain municipal property located at the City Dock to Chesapeake Marine Tours, Inc. for the docking and mooring of certain boats.

- For the purpose of amending certain sections of Chapter 17.11 of the Annapolis City Code to comply with updates to new Flood Insurance Rate Maps delineated by the Federal Emergency Management Agency; and all other matters generally relating to floodplain management in the City of Annapolis.
