State Delegates and Senators from Anne Arundel County will hold a Legislative Priorities Forum on December 4, 2014.Alderman Joe Budge provided additional Q&A about the legislation to purchase 110 Compromise Street (formerly Fawcetts).The mayor has continued to present his transition reports to the Council. The Annapolis City  Council will meet on Monday, Nov. 24, at 7 p.m., in the Council  Chambers. PETITIONS, REPORTS AND COMMUNICATIONS  Reports by CommitteeComments by the General Public
 Early in each Council Meeting there is an opportunity for comments by the General Public. The public may comment on any subject that is not on the agenda for a Public Hearing. Comments during this time are limited to five  minutes per person.
 
 Ceremonial Item     
Jay Baldwin Citation 
Comment: This citation is issued in memoriam of Mr. Baldwin for his service as Chairman of the Annapolis Planning Commission, his work to prevent commercial and residential development on waterfront property leading to many of our current maritime laws, his co-founding of the Eastport Civic Association, and his service as chairman of the Annapolis Conservancy Board, which led to the preservation of 200 wooded acres around the City. 
AppointmentsRaegan Parker to the Annapolis Education Committee Comment: Ms. Parker is a Sophomore at Annapolis High School. She impressed the Housing Committee with her enthusiasm and public service spirit. I will vote in favor of this appointment. 
 Trudy McFall to the Annapolis Conservancy Board
 Comment: This board is responsible for supervising the City's easements, which is a land use term for restrictions on property. Ms. McFall described to the Environmental Matters Committee her background in land use and familiarity with Annapolis government processes. I will vote in favor of this appointment.  
 Meg Hosmer to the Annapolis Conservancy Board Comment: Ms. Hosmer described to the Environmental Matters Committee that she is a local attorney with education and background in land use issues. I will vote in favor of this appointment. 
 Lon Powell to the Environmental Matters Commission Comment: Mr. Powell was unable to attend the Environmental Matters Committee meeting to describe his qualifications. This appointment is tentatively rescheduled for December 8.
 
 Confirmation of Michael Morris as Recreation & Parks Director Comment: The mayor named Mr. Morris to replace Brian Woodward, who resigned earlier this year for personal reasons. The administration just provided Mr. Morris's name and information to the Council yesterday. No Council committee has reviewed Mr. Morris's qualifications. I am not presently prepared to consider this appointment on Monday. If you have any personal knowledge of Mr. Morris, I welcome your input and opinion.

 O-31-14    Technical Corrections to the Zoning Code - For the purpose of amending sections of Title  2, Title 20, and Title 21 to be consistent with the Land Use Article of  the Annotated Code of Maryland.   LEGISLATIVE ACTIONS   SECOND READERS   
Comment: Typically, I offer an inclination of how I intend to vote on a matter and invite you to state whether you agree or disagree before the vote so that I may consider your point of view.   
 O-7-14     City Budget: Referrals to the Financial Advisory Commission and City Grants to Non-Profit Organizations - 
For the purpose of authorizing the referral of the annual operating budget and capital budget with the capital improvement program to the Financial Advisory Commission upon introduction of the ordinances before the City Council; revising City standards for making operating and/or capital grants to non-profit organizations; and the reporting process for recipients of operating and /or capital grants.

Comment: The Council postponed consideration of this Ordinance so that the Rules Committee could consider it before the full Council does so. The Rules Committee meeting was postponed again, so consideration of this legislation will be postponed to December 8. 
   O-29-14     Lease of City Property: Boat Shows in Spring 2015 - 
For the purpose of authorizing a lease of certain municipal property located in the areas of Susan Campbell Park, Annapolis City Donner Parking Lot, Ego Alley Water Space, and Old City Recreation Center and other property and water locations as described in the lease to CRUISERS UNIVERSITY, INC., t/a Annapolis Spring Sailboat Show, in April 2015, to conduct boat shows. Sponsors: Pantelides and Littmann 
Comment:  The Environmental Matters Committee considered this legislation, which contains an amendment to the lease between the City and the Boat Shows, and voted favorably on it. The lease provides for an increase in shared receipt revenue from 25 to 30%, contains requirements for recycling collection in addition to trash, and provides for increased audit mechanisms by the City. Pending consideration of contrary viewpoints from you or my colleagues, I intend to vote in favor of this legislation. 
R-35-14     Special Event Applications III - For the purpose of authorizing City Council approval of selected special events per R-14-12, implementing a moratorium on administrative approvals for events at City Dock; designating specific dates for the sale of merchandise in the Historic District in conjunction with only the approved special events; and the reimbursement of full fees to the City for the cost associated with the other approved events. 
Comment:  This legislation only permits the  First Sunday Art Festivals - Holiday Edition on December 7, 2014. Pending consideration of contrary viewpoints from you or my colleagues, I intend to vote in favor of this legislation. |
