R-32-14 Considering the Acquisition of Land and Improvements Located at 110 Compromise Street - For the purpose of expressing the sense of the Annapolis City Council's consideration of acquiring the land and improvements located at 110 Compromise Street for a purchase price of $4,500,000. Comment: You can read here an informative explanation from one of the sponsors of this legislation, Alderman Arnett. I provide my thoughts here, including an attempt to answer a number of questions that you've emailed or posted online This public hearing began on Oct. 27. However, due to some confusion created by the publication of different versions of the agenda, the Council will hear any additional comments you'd like to provide at Monday's session.

O-7-14 City Budget: Referrals to the Financial Advisory Commission and City Grants to Non-Profit Organizations - For the purpose of authorizing the referral of the annual operating budget and capital budget with the capital improvement program to the Financial Advisory Commission upon introduction of the ordinances before the City Council; revising City standards for making operating and/or capital grants to non-profit organizations; and the reporting process for recipients of operating and /or capital grants. Sponsors: Littmann and Pantelides
Comment: I sponsored this legislation with two related intentions. First, to update the code to reflect the current and good practice of sending the annual proposed budgets to the FAC for its recommendations. Second, this Ordinance cleans up and adds better practices to the City grant process. In particular, it requires grant applicants to demonstrate sound organizational finances. I support Alderman Budge's amendments which address technical matters.
O-10-14 Legal Counsel to Board of Supervisors of Elections - For the purpose of authorizing the Board of Supervisors of Elections to engage outside legal counsel during specified periods of time in the municipal election cycle. Sponsors: Pantelides and Arnett
Comment: I support this concept. During the last election, the City Attorney, who was appointed by the Mayor, was required to address legal issues in an election involving the Mayor. Although there are no suggestions of impropriety, I agree that establishing a method to use outside counsel is a better practice.

First Reader is a bill's formal introduction to the Council for consideration. Generally, I will vote in favor of a bill on First Reader, even if I disagree with it, so that the bill may be heard and discussed by the Council and the public.
R-36-14 Taxi Fares - For the purpose of increasing the authorized mileage rate charged by taxicabs licensed by the City of Annapolis from $2.00 per mile to $2.50 per mile. Sponsor: Budge
R-37-14 The City Budget Process - For the purpose of transitioning to a new budget process for the development and preparation of the Fiscal Year 2016 City Budget.

R-38-14 Forest Conservation Act Fees and Fines - For the purpose of setting fees and fines associated with the City's Forest Conservation Act set forth in Chapter 17.13 of the City Code. Sponsors: Littmann and Arnett
Comments: This legislation establishes fees and fines corresponding to the proposed Forest Conservation Act (O-32-14).
O-32-14 Forest Conservation Requirements and Standards in the City of Annapolis - For the purpose of adopting requirements and standards for forest conservation in the City of Annapolis; providing forest stand delineation and forest conservation plan requirements; providing exceptions to Chapter 17.13 of the City Code, providing for variance procedures, and all other matters relating to forest conservation in the City of Annapolis.

Comments: The State of Maryland established a Forest Conservation Act (FCA) in 1991. Counties and municipalities were permitted to adopt the State's version by reference -- which Annapolis did -- but it is in each jurisdiction's best interest to pass its own version to account for its unique situation. For instance, Annapolis divides its review of applications for development between Planning and Zoning (P&Z) and Neighborhoods and Environmental Programs (DNEP), but that division is not contemplated by the State FCA.
This Ordinance would establish Annapolis' first Forest Conservation Act. It builds upon the work conducted by a work group formed by then-Mayor Cohen in 2012, incorporates best practices as established in other Maryland jurisdictions, includes the suggestions of experts from the Chesapeake Bay Foundation and other environmentally minded individuals, and incorporates feedback from DNEP and developers.
R-33-14 Revisions to the City Code Designating the Risk Management Responsibility to the City of Annapolis Finance Department - For the purpose of amending the provisions of the City Code to reflect that Risk Management responsibility is designated to the City of Annapolis Finance Department.
R-34-14 Local Zoning Map Amendment - For the purpose of rezoning parcel 0056, Grid 0017, Tax Map 051C, known as 61 West Washington Street, Annapolis, Maryland, to be zoned in its entirety as BR, "Business Revitalization" Zoning District.
