There are many volunteer opportunities for the City's various boards and commissions. Here is the list of vacancies as of September 2014. In addition, there is reportedly a new vacancy for the Ward 5 position on the Annapolis Education Commission (AEdC). There are many important education-related hot topics, and your participation on the AEdC would be welcome. For more information about the AEdC, visit its website.

Early in each Council Meeting there is an opportunity for comments by the General Public. The public may comment on any subject that is not on the agenda for a Public Hearing. Comments during this time are limited to five 
minutes per person.

PUBLIC HEARINGS

O-25-14    Funding Purchase of Service Credits for Certain Employees in the Police and Fire Retirement Plan - For the purpose of authorizing the City of Annapolis to fund all or a portion of the cost of purchasing service credits or any actuarial or other fees and costs for certain employees in the Police and Fire Retirement Plan; and specifying that the City of Annapolis shall have the authority to determine the respective percentages that a certain employee and the City of Annapolis shall contribute towards the cost of purchasing service credits or any actuarial or other fees and costs towards participation in the Police and Fire Retirement Plan.

Comment: This Ordinance provides some technical changes to legislation that the Council passed in 2013 to give the City some flexibility when converting existing retirement plans to the City's pension plan.

 

O-29-14    Lease of City Property: Boat Shows in Spring 2015 - For the purpose of authorizing a lease of certain municipal property located in the areas of Susan Campbell Park, Annapolis City Donner Parking Lot, Ego Alley Water Space, and Old City Recreation Center and other property and water locations as described in the lease to CRUISERS UNIVERSITY, INC., t/a Annapolis Spring Sailboat Show, in April 2015, to conduct boat shows.

Comment: This Ordinance modifies the boat show lease for next spring. Because these leases are reached in advance, some details change as the event approaches. These changes will result in increased lease revenue to the City and improved recycling requirements.

 

R-29-14    Transit Routes and Services - For the purpose of making changes to the Annapolis Department of Transportation's transit services and routes in order to meet the goals and objectives of the fiscal year 2015 budget.

Comment: All of the matters scheduled for Second Reader are expected to be postponed. Alderman Budge requested a postponement due to his expected absence from this meeting and some unresolved issues with these various pieces of legislation.  

  

O-16-14    Establishing Chapter 14.18 of the City Code on Special Events - For the purpose of establishing Chapter 14.18 of the City Code regarding the process for authorizing special events within the City of Annapolis; requiring a permit and permit fee for special events; providing parameters for approving a special event permit; authorizing exemptions for a special event permit and permit fee; establishing conditions for special events at City Dock; and for all other purposes related to special events.

O-26-14    Special Residential Parking District 2: Shipwright Street - For the purpose of removing the area on Shipwright Street zoned WME and the area adjacent to the WME zone on the southwest side of Shipwright Street from Special Residential Parking District No. 2; and providing that a resident who occupies a dwelling unit in a building located in the WME zone on Shipwright Street shall be eligible for a parking permit in Special Residential Parking District No. 2.

First Reader is a bill's formal introduction to the Council for consideration. Generally,  I will vote in favor of a bill on First Reader, even if I disagree with it, so that the bill may be heard and discussed by the Council and the public. 

R-33-14    Vehicular Access to and Internal Roadways within Certain Property adjacent to Aris T. Allen Boulevard - For the purpose of empowering the City of Annapolis to consider, and to potentially allow, vehicular access between Aris T. Allen Boulevard/Maryland 665 and certain adjacent property within the City limits as well as private roadways within said adjacent property.
