The City Council will meet on Monday, March 10, at 7 p.m. in City Council Chambers.
Please note that at this City Council meeting the Mayor will present his "State of City" Report and proposed annual operating budget. By City Code, this is done at this meeting each year.
News Since the Last Meeting
- There is a cell tower proposed for the grounds of Annapolis Middle School. Advocates cite better cell service and income for the school. Critics express concern about health risks and lower proper values. This past Wednesday, the Board of Education (BOE) postponed a decision on the issue. For or against, there is time to let the BOE know how you feel.
- There was a Board of Appeals hearing regarding the application by Royal Farms to move into the downtown location where Steven's True Value was located. The BOA postponed a decision so that the applicant can provide more information to the City.
- The 2013 Citizens' Survey was presented last Tuesday. Find the survey here or watch the presentation.
- The Environmental Matters Committee met on Thursday. The Committee is working with DNEP to get a report that measures the progress on previously established policies to improve the environment. For instance, the City established in 2006 a goal to increase the City's tree canopy from 42% to 50% by 2036, but the City has not measured progress since then and does not have a plan established to meet that goal. The same can be said for previously established energy efficiency goals. You can watch this discussion.

R-7-14 Approval of Job Description: Planning Director - For the purpose of approving the job description for the Planning Director position.
My Comment: This resolution modifies the job description of the Planning Director. The resolution approved on 1st Reader lacked appropriate references to the work this Director must do with respect to the environment and transportation. The amendments offered by the Rules Committee correct those deficiencies. With those amendments, and pending the opinions of you and my colleagues, I intend to vote in favor of this Resolution, if and as amended.
1ST READER - ORDINANCE AND RESOLUTION
First Reader is a bill's formal introduction to the Council for consideration. Generally, I will vote in favor of a bill on First Reader, even if I disagree with it, so that the bill may be heard and discussed by the Council and the public. The following bills are being introduced on First Reader:
O-8-14 Annual Operating Budget: Fiscal Year 2015 - For the purposes of adopting an operating budget for the City of Annapolis for Fiscal Year 2015; appropriating funds for expenditures for Fiscal Year 2015; defraying all expenses and liabilities of the City of Annapolis and levying same for the purposes specified; specifying certain duties of the Director of Finance; and specifying a rate of interest to be charged upon overdue property taxes.
O-9-14 Capital Budget Fiscal Year 2015 - For the purpose of adopting a capital budget for Fiscal Year 2015; and appropriating funds for expenditures for the Fiscal Year 2015 capital budget.
R-10-14 FY 2015 Fees Schedule Effective July 1, 2014 - For the purpose of specifying fees that will be charged for the use of City services for FY 2015.
R-11-14 Position Classifications and Pay Plan -
For the purpose of approving the FY 2015 position classification and pay plan effective July 1, 2014.
R-12-14 Capital Improvement Program Fiscal Years 2015 - 2020 -
For the purpose of adopting a capital improvement program for Fiscal Years 2015-2020 (July 1, 2014 - June 30, 2020).

My Comment: This will be a discussion of a proposed Memorandum of Understanding to establish a regional transportation system.
Public Works - Snow and ice removal costs, GT-17-14 My Comment: This is for a transfer of $95,000 to cover the increased costs of snow and ice removal.
Public Works/Water Supply - Salary Transfer, GT-18-14My Comment: This is a transfer request of $25,000 to cover the cost of temporary employees that are providing manpower due to unfilled positions.
