The City Council will meet on Monday, Feb. 24, at 7 p.m. in City Council Chambers. 
I will not be in attendance at this meeting due to business travel. However,
there is legislation pending that I have authored. See below.

The next meeting of the Environmental Matters Committee, which I chair, will be held on March 6 at 3 p.m. in City Council Chambers.

Please note that at the March 10 City Council meeting the Mayor will present the "State of City" Report and his proposed annual operating budget. These are required by City Code.

I offer office hours, in general, on Tuesdays from 3 - 4:30 p.m. and Fridays from 9 - 10 a.m.

I welcome Annapolis City residents, particularly from Ward 5, and other concerned individuals to stop by K&B True Value (912 Forest Dr.) during office hours to discuss any issues facing Annapolis.

Simply check in at the customer service desk, and I will be happy to meet with you. This is a great opportunity for us to learn from each other about the issues facing Annapolis and to have your concerns heard. Stop by!

PUBLIC HEARINGS

 

R-3-14      A Committee to Explore the Possibility of Acquiring 110 Compromise Street - the purpose of expressing the intent of the City of Annapolis to explore the possibility of 20 acquiring the property located at 110 Compromise Street.   

 

My Comment: This is to vote on a a proposed amendment, submitted by me, to the resolution previously proposed by Alderwoman Finlayson and Alderman Arnett. The purpose of the amendment is to make clear to the public the reason and purpose of the committee and to require consideration as to the economic feasibility and benefit to the City of such a purchase. 

 

 

2ND READER - ORDINANCE AND RESOLUTION

 

Bills on 2nd Reader are up for discussion and vote.  

 

R-6-14     Filing of Grant Application with the Maryland Transit Administration - For the purpose of authorizing the filing of an application with the Maryland Transit Administration of the Maryland Department of Transportation for grants under the Federal Transit Act for a total amount of over $1.4M ($1.2M for transit operations and $162k capital grant for transit vehicle maintenance).

 

My Comment:  I am favor of this legislation. No matching funds are required from the City and the grant would allow the City to recoup some of its transit costs in Fiscal Year 2015.

  

 

1ST READER - ORDINANCE AND RESOLUTION

 

First Reader is a bill's formal introduction to the Council for consideration. Generally, I will vote in favor of a bill on First Reader, even if I disagree with it, so that the bill may be heard and discussed by the Council and the public.  The following bills are being introduced on First Reader:

  

O-6-14     Seasonal Outdoor Sales - For the purpose of  amending the zoning code to address seasonal outdoor sales.  

 

My Comment: Introduced by Alderman Arnett, this codifies certain types of outdoor sales in various zoning categories. I am in favor of this being approved in first reader. 

 

O-7-14     City Budget: Referrals to the Financial Advisory Commission and City Grants to Non-Profit Organizations - For the purpose authorizing the referral of the annual operating budget and capital budget with the capital improvement program to the Financial Advisory Commission upon introduction of the ordinances before the City Council; revising City standards for making operating and/or capital grants to non-profit organizations; and the reporting process for recipients of operating and/or capital grants.   

 

My Comment: This legislation, which I introduced, has two aspects. First, it seeks to codify existing practice of sending the budget to the Financial Advisory Committee when the mayor introduces his budget. The Financial Advisory Committee provides very useful advice, and this seeks to ensure that the Council will seek it. Secondly, the legislation attempts to address some shortcomings with respect to the standards the City uses in its grant process. The changes are intended to ensure that any money granted to entities will be spent as intended.

 

R-9-14     An Ad Hoc Committee to Study the 2013 Municipal Election and Make Recommendations, If Needed, to Improve the City Code, Structure, and Procedures for City Elections - For the purpose of establishing an ad hoc committee to study the 2013 municipal election and make recommendations, if needed, to improve the City Code, structure, and procedures for elections in the City of Annapolis

 

My Comment: This measure was introduced by me and Alderwoman Pindell-Charles and co-sponsored by the Mayor. It is an effort to examine the 2013 City election by a bi-partisan committee who would make recommendations to the City Council. I'm not set on the exact size or composition of the committee, and therefore asked my colleagues to request a public hearing on this resolution, so that the Council can consider the public's thoughts on that and other aspects of this resolution.

Training and Education, GT-15-14

My Comment: The Finance Department is seeking a General Transfer (GT) of $8758.56 within the Transportation Department from electricity and equipment to training and education because grants received require the department to spend at least 1% of all grant funds on training.
