The City Council will meet on Monday, Jan. 27, at 7 p.m. in City Council Chambers.
Prior to the Council session, the City Council will hold a work session at 6 p.m. for the quarterly presentation from the Housing Authority of the City of Annapolis. You are welcome to attend.
Updates Since the Last Blast
At the last Council session on Jan. 23:
- The Council voted to reduce the rate for the downtown parking meters to $1/hr, rather than $2/hr, from now through the end of March. While valuing the possible bump it gives downtown merchants and customers, I voted against it because of the negative $135,000 expected impact to the budget. The decrease in revenue will not be offset by a reduction in expenses.
- The mayor, with Council's support, withdrew from the agenda the confirmation vote for the Acting City Attorney. I think this is a reflection of some Council members unfamiliarity with Mr. Murnane and his qualifications. Additional time should address that concern.
- The Council voted 9-0 to introduce (not adopt) Ordinance O-1-14 (would permit expansion for some townhouses) and O-3-14 (would permit additional density in HACA properties).
- The Council approved a budget transfer of $20k for the water treatment plant. The money was designated for unfilled permanent positions and will be used to pay temporary employees.
- The mayor also addressed reports about the potential purchase by the City of the 110 Compromise St. property and the Crystal Spring property. Essentially, the mayor said that those actions had been discussed, but not developed yet. The Crystal Spring property owner said that her property is not for sale to the City or State.
In addition, on Jan. 17, the Mayor announced his transition teams. I was disappointed to see there is not a separate committee to address environmental issues. City code illustrates the importance of the topic by giving the environment its own standing committee. He was elected by citizens that are passionate about the environment and who want confirmation that the Mayor will be a leader in that arena. The lack of an environmental team suggests that he is not receptive to the citizens' concerns about and suggestions to protect the environment.

Special Meeting of the City Council Agenda

1ST READER - ORDINANCE AND RESOLUTION
O-4-14 Lease of City Dock Space to Chesapeake Marine Tours - For the purpose of authorizing for fiscal year 2020 the lease of certain municipal property located at the City Dock to Chesapeake Marine Tours, Inc. for the docking and mooring of certain boats.
My Comment: This is similar to previous leases by Chesapeake Marine Tours. The rent exceeds $52,000 and includes a 3% increase from last year.
R-1-14 Honoring Burt Jabin - For the purpose of celebrating Bert Jabin's maritime legacy in the Chesapeake Bay region.
BUSINESS AND MISCELLANEOUS
1. Change in April City Council Meeting Dates
My Comment: The previous calendar had scheduled a Council session on the first night of Passover, an important holiday in the Jewish religion. The revised meeting dates changes the date of that session from April 14 to April 7.
