The City Council will meet on Monday, Dec. 9, at 7 p.m. in City Council Chambers. This is the first session of this term. My comments and analysis of these issues and the agenda generally are below.

Office Hours
I'm offering office hours, in general, on Tuesdays from 3 - 4:30 p.m. and Fridays from 9 - 10 a.m.

I welcome Annapolis City residents, particularly from Ward 5, and other concerned individuals to stop by K&B True Value during office hours to discuss any issues facing Annapolis. K&B True Value is located at 912 Forest Drive.

Simply check in at the customer service desk, and I will be happy to meet with you. This is a great opportunity for us to learn from each other about the issues facing Annapolis and to have your concerns heard. Stop by!

City Council Session Agenda Agenda


The Annapolis City Council will meet on Monday, Dec. 9, at 7 p.m., in the Council Chambers. All Council meetings are broadcast on Comcast channel 99 and on Verizon channel 34. Below is a synopsis of the agenda. You can review the unabridged version here.

PETITIONS, REPORTS AND COMMUNICATIONS

  • Approval of Journal Proceeding: the Council must approve the minutes from prior meetings before they are part of the official record. At this meeting, the Council will consider for approval the minutes from the meetings on October 14, 21, and 28.
  • Reports by Committees: there are 7 standing committees on which 3 aldermen and women are assigned. Generally, these committees meet monthly. The chairs of these committees report to the full Council during this segment of the agenda.
  • Petitions (public comments): a person can make a petition, report, or communication for up to five minutes, unless the time is changed by majority vote.

LEGISLATIVE ACTIONS 

 

1st READER - ORDINANCE AND RESOLUTION

 

My comment: 1st Reader is the introduction of legislation. Generally, even if an individual alderman or woman is predisposed against the legislation, they will still vote in favor of introducing legislation so that it can go be given more thought, development, and review by the public, City staff, and colleagues. At this early stage of the legislation, I generally do not offer an opinion about the legislation, preferring to wait to form an opinion until the above process is followed. Notes in this section, if any, are to help explain the legislation.

 

O-39-13    Appropriation of Property Tax Revenue Above Estimates to Fund a Cost of Living Adjustment for All City of Annapolis Employees at a Rate of 1% Retroactive to July 1, 2013 and 3% Effective January 1, 2014 and Other Employee Benefits Including Pension and Other Post Employment Benefits. - For the purpose of appropriating property tax revenue above estimates to fund a Cost of Living Adjustment (COLA) for all City of Annapolis employees at a rate of 1% retroactive to July 1, 2013 and 3% effective January 1, 2014 and other employee benefits including pension and other post employment benefits (OPEB).
 

My Comments:   The proposed ordinance is intended to help solve long-term financial obligations. The current amount of unfunded pension liability is over $16M, leaving the pension 90% funded. By 2027, it is expected that the pension would be 83% funded. The current amount of OPEB liability is over $35M and such liability is expected to increase to $51M in the next 20 years. The proposed resolution is the result of the negotiated agreement between the City and its employees reached in October.

 

   

R-39-13    Authoring New Year's Eve Vendors in the Historic District - For the purpose of A. L. Goodies General Store at 112 Main Street and Hard Bean Coffee at 36 Market Space to sell non-alcoholic beverages, food and souvenirs from the sidewalk in front of 112 Main Street and 36 Market Space during the City of Annapolis' New Year's Eve celebration on December 31, 2013.

 

 

BUSINESS AND MISCELLANEOUS

  

Appointments to City Council Standing Committees: If the appointments are approved, I will be pleased and honored to continue to serve on the Environmental Matters Committee as Chair, and on the Housing and Human Welfare Committee.
