The City Council will meet on Monday, October 7, at 7 p.m. in City Council Chambers. This is an additional meeting to the monthly schedule and the only topic on the agenda is the City Dock Master Plan, Resolution R-49-12, for consideration of amendments only.
At the meeting last Monday, the City Council continued the discussion of a number of amendments to the plan and that process will continue on Monday. These votes on amendments do not mean that the plan as amended is a done deal. We are simply going through the entire plan and considering recommended amendments from staff and members of the council based largely on input from constituents. As I said last week, I do not expect the Council to vote on the underlying legislation at this session. Instead, I expect the Council to offer a public hearing on Oct. 14 and offer, prior to that hearing, a version of the legislation that incorporates the "sense of the Council" amendments. I support this path. Unfortunately, due to arrangements I made before this additional Council session was scheduled, I do not expect to be at Monday's session. You can do so by clicking this link. You can learn more about the mayoral candidates by attending a forum hosted by the Anne Arundel League of Women Voters on October 9. See the side bar for more information. The general election is Nov. 5. You can find your voting location here. All of Ward 5 votes at the Salvation Army at 351 Hilltop Lane. Pending Legislation At some point, this Council will resume addressing issues other than those pertaining to City Dock. Tentatively, there will be a public hearing on the school capacity ordinance (O-19-13) I've co-sponsored and the Forest Conservation Act (O-21-13) on October 14, and a deciding vote on both at the final session of this Council, October 28. Office Hours
I'm offering office hours, in general, on Tuesdays from 3 - 4:30 p.m. and Fridays from 9 - 10 a.m., although I will not have office hours on Oct. 8 & 11. I welcome Annapolis City residents, particularly from Ward 5, and other concerned individuals to stop by K&B True Value during office hours to discuss any issues facing Annapolis. K&B True Value is located at 912 Forest Drive.
Simply check in at the customer service desk, and I will be happy to meet with you. This is a great opportunity for us to learn from each other about the issues facing Annapolis and to have your concerns heard. Stop by!

City Council Session Agenda
The Annapolis City Council will meet on Monday, Oct. 7, at 7 p.m., in the Council Chambers. All Council meetings are broadcast on Comcast channel 99 and on Verizon channel 34.

R-49-12 - 2012 City Dock Master Plan
Please see above for my comments. Click here to read the Legislative Packet, which includes, in order: the original City Dock Resolution R-49-12, staff report, and City Dock Master Plan as of December 2012. Following this is the updated (10/3/13) staff notes (the "Matrix") tracking proposed amendments and staff's recommended amendments, and a current color-coded draft City Dock Master Plan that reflects accepted and proposed amendments. I recommend using this version to follow the current status and discussion. Finally, the legislative packet includes the recommendations from the Planning Commission and from the staff to the Planning Commission.
