Below is the agenda for the Meeting of the City Council on Monday, March 18, 7 p.m. These meetings consist of:

  1. Preliminary Matters. Includes reports by committee chairs and comments by the general public on matters that are not otherwise before the Council. This is your chance to speak to the Council, for up to 3 minutes, about any issue that is not scheduled for a public hearing.
  2. Public Hearing. This is your opportunity to speak to the Council on ordinances and resolutions that are scheduled for a public hearing. These legislative actions have previously been introduced to the Council. This is your chance to tell the entire Council how you feel about those issues. The Council may vote on the matter after the public hearing on the same day, or at a subsequent meeting.
  3. Legislative actions. If the action may be voted on (2nd reader), then I provide my notes below, including a statement on how I am leaning to a vote. I do this so that you have an opportunity to try to sway my opinion before the meeting, or to let me know you support my position. If the action is just being introduced (1st reader), I do not provide much or any commentary.

Vultures!

No, I'm talking about the bird. They have become an issue in the eastern part of Ward 5. For information on vultures and how to deter them from the area, visit these sites:

Potholes! I've been in touch with the Public Works Department about a few potholes in Ward 5, and the department has been very responsive. If you have a problem about potholes or any other issue related to city services, feel free to contact me for assistance, or you can go directly to the City's "Report It!"

Rain Barrel, Compost Bin, and Toter Sale! I'd be remiss if I didn't include

 

Mayor Joshua J. Cohen announces the City's fourth annual rain barrels, compost bins, and refuse/recycling toter sale. For the second year in a row, the Department of Neighborhood and Environmental Programs' Sustainable Annapolis Program will partner with K&B True Value to host the truck-load sale on Saturday, March 16 and Sunday, March 17 from 8 a.m. to 5 p.m.

 

"This is a great way to help save the environment while saving some money," Mayor Cohen said. "My family has a rain barrel and a compost bin, both purchased at this event over the past two years."

 

In addition, this year's sale will also offer waste and recycling Toters. The Toters are fully compliant with City Code requirements. 

 

The sale is at no cost to the City and is not limited to Annapolis residents. Payment will be accepted in cash, check, or credit card (Visa, MC). For more information on the sale, go to the Greener Options portion of the K&B True Value website, or call K&B True Value at 410-268-3939. K&B True Value is located at 912 Forest Drive in Annapolis.

 

Pricing for the containers:

This is a significant savings from the regular retail prices of $100, $120, and $75-$100 respectively.

 

City Dock Master Plan Public Hearing. The Planning Commission will host a public hearing on the City Dock Master Plan on March 21 at 7:00 pm, City Council Chambers, 160 Duke of Gloucester St., Annapolis.

PUBLIC HEARING

 

O-2-13             Lease of City Dock Space to Chesapeake Marine Tours - For the purpose of authorizing for fiscal year 2019 the lease of certain municipal property located at the City Dock to Chesapeake Marine Tours, Inc. for the docking and mooring of certain boats.

 

My commentary: This ordinance will add one more year to the existing lease, to allow for future planning by the company. I'm not aware of any opposition to this ordinance. The 2019 rental income to the city will be $48,825.

 

R-4-13             Peggy Kimbo Way - For the purpose of declaring that Maryland Avenue shall bear the honorary designation of "Peggy Kimbo Way" to celebrate the contributions of Ethelda "Peggy" Kimbo to the City of Annapolis.

 

My commentary: This designation would honor the life and impact to Annapolis of Peggy Kimbo. Other than signage, this legislation produces no significant fiscal impact. I'm not aware of any opposition to this ordinance.

 

LEGISLATIVE ACTIONS

  

ORDINANCES and RESOLUTION - 2nd READER

  

O-43-12           Lease of Public Parking to FRESHFARM Markets, Inc.

- For the purpose of authorizing a lease of municipal property located at 110 Compromise Street from May 2013 through November 2013 to FRESHFARM Markets, Inc.  

 

My commentary: My two concerns are the loss of parking spaces during the event and the fiscal impact to the City. Although the lessee will pay a $50 rent for 7 months, for a total payment of $350, the City is expected to lose revenue from about 50 metered parking spaces in the area. The estimated lost income from those meters is $2800 for the 28 Sundays. Weighing those cons against the benefits of having an open-air farmers market, and pending comment from you and my colleagues on the City Council, I plan to vote for this ordinance.

 

O-1-13             Technical Corrections to the Annapolis City Code - Exempt Service - For the purpose of making certain technical corrections to the Annapolis City Code in regards to the exempt service.

 

My commentary: Last June, the City Council passed Ordinance No. O-10-12 Amended, in order to add and eliminate certain positions to exempt service. This Ordinance is requested as a technical amendment to effectuate those changes. Pending comment from you and my colleagues on the City Council, I plan to vote for this ordinance.

 

R-4-13             Peggy Kimbo Way

- For the purpose of declaring that Maryland Avenue shall bear the honorary designation of "Peggy Kimbo Way" to celebrate the contributions of Ethelda "Peggy" Kimbo to the City of Annapolis.

 

My commentary: "Peggy Kimbo was a native Annapolitan, and worked on Maryland Avenue for over 50 years, . . . touching the hearts of many Annapolitans and visitors while serving as the Hostess for the City; and . . . the Kimbo family opened their home and hearts by sponsoring African American Midshipmen for many years as the Academy worked to become more fully integrated; and . . . Peggy Kimbo served as the mom in Annapolis for these Midshipmen and helped ease their transition to the U.S. Naval Academy and supported them in the challenges they encountered by providing a refuge, encouragement and, if necessary, tough love . . ." Other than signage, there is no fiscal impact to this resolution. Pending comment from you and my colleagues on the City Council, I plan to vote for this ordinance.

 

ORDINANCES and RESOLUTIONS - 1st READER

 

O-10-13   Compensation of Mayor, Aldermen/Alderwomen, and City Manager

- For the purpose of specifying compensation and allowances to be paid to the Mayor and Aldermen/Alderwomen for the term of office commencing on the first Monday in December, 2013; and for specifying compensation and allowances to be paid to the City Manager.

 

R-21-13   Recommendations of the Council Compensation Commission - For the purpose of providing for consideration, and the City Charter's required public hearing, of the recommendations of the Council Compensation Commission.

 

O-17-13   Issuance of Bonds - For the purpose of authorizing and empowering the City of Annapolis (the "City") to issue and sell, upon its full faith and credit, general obligation bonds in the aggregate principal amount not to exceed Fifteen Million Three Hundred Seventy Thousand Dollars ($15,370,000), pursuant to Sections 31 through 39, inclusive, of Article 23A of the Annotated Code of Maryland (2011 Replacement Volume and 2012 Supplement), as amended, and Article VII, Section 11 of the Charter of the City of Annapolis, as amended, to be designated as "Public Improvements Bonds, 2013 Series" and said bonds to be issued and sold for the public purpose of financing and refinancing certain capital projects of the City as provided in this Ordinance; authorizing and empowering the City to issue and sell, upon its full faith and credit, general obligation bonds in the aggregate principal amount not to exceed Five Million One Hundred Thousand Dollars (5,100,000) pursuant to Sections 31 through 39, inclusive, of Article 23A of the Annotated Code of Maryland (2011 Replacement Volume and 2012 Supplement), as amended, Section 24 of Article 31 of the Annotated Code of Maryland (2010 Replacement Volume and 2012 Supplement), and Article VII, Section 11 of the Charter of the City of Annapolis, as amended, to be designated as "Public Improvements Refunding Bonds, 2013 Series", for the public purpose of refunding all or a portion of certain outstanding general obligation bonds as provided in this Ordinance; prescribing the form and tenor of said bonds; determining the method of sale of said bonds and other matters relating to the issuance and sale thereof; providing for the disbursement of the proceeds of said bonds; covenanting to levy and collect all taxes necessary to provide for the payment of the principal of and interest on said bonds; and generally providing for and determining various matters relating to the issuance, sale and delivery of all said bonds. 

 

R-18-13   Honoring Jacob Landis - For the purpose of honoring Jacob Landis by designating him a goodwill ambassador from the City of Annapolis as he embarks on his "Home Run for Hearing" cross country charity bicycle tour to raise funds for those in need of cochlear implants.

 

R-19-13   Special Event Applications - For the purpose of authorizing City Council approval of selected special events per R-14-12, implementing a moratorium on administrative approvals for events at City Dock; designating specific dates for the sale of merchandise in the Historic District in conjunction with only the approved special events; waiving City fees for the USNA Band Concert Series; and the reimbursement of full fees to the City for the cost associated with the other approved events.
