At a January 20 news conference at the National Press Club in Washington, D.C., the Horace Mann League (HML) and National Superintendents Roundtable (NSR) released School Performance in Context: The Iceberg Effect. The multi-year study reveals that average scores on international assessments are inadequate, reflecting a far less than complete picture of how students and a nation's schools performing. Too often, international assessment results compare apples and oranges, since each nation's education system is different. Some of those nations are quite small with little diversity and few students. Other nations are large and highly diverse, for example.

The Iceberg Effect
Of the nine countries included in the Iceberg study, the U.S. has the highest average Gross Domestic Product (GDP) per capita. Unfortunately the country also is a leader among those nine nations in economic inequity, social stress, and a lack of support for young families. Scores, ratings, and rankings from those international assessments have made our education systems seem like they are in a horserace with other countries. The nation has also developed a scoreboard mentality that leads many people to believe that they can get education scores the same way they get box scores for football, basketball, baseball, and hockey games. It isn't that easy.

Members of the HML-NSR Indicators Task Force did presentations and responded to questions both at the news conference and at a meeting of the Learning First Alliance (LFA) the following day. LFA is a group that includes top leaders from major national education associations. Those who made remarks included: HML President-Elect Chuck Fowler, Immediate Past President Joe Hairston, Executive Director Jack McKay, President Gary Marx, Superintendent Janet Robinson, and HML Board Member and NSR Executive Director Jim Harvey, who served as lead researcher and writer of the full report. National School Public Relations Association (NSPRA) Executive Director Rich Bagin and Carolyn Bagin, President of Clear Communications, wrote and designed the summary report as a service to the Horace Mann League. As a service, each HML member has received or will receive a copy of that version of the report.
HML Annual Meeting and Luncheon, Make Reservations Now
The Horace Mann League invites you to join colleagues for the 95th annual League meeting and luncheon, set for 11:45 a.m. to 1:30 p.m., Friday, February 27, at the Marriott Marquis Hotel in San Diego, site of the 2015 AASA National Conference. The League's Outstanding Friend of Public Education Award
Pedro Noguera will be recipient of the League's 2015 Outstanding Friend of Public Education Award. A professor of education at New York University, Noguera is a noted sociologist, researcher, and author. His scholarship focuses on ways schools can deal with social and economic conditions and demographic trends in a global context. He is a regular commentator on education issues for CNN, MSNBC, National Public Radio, and other media.
The League's Outstanding Public Educator Award
Gene Carter will receive the League's Outstanding Public Educator Award. Recently retired as executive director and CEO of ASCD, Carter was the very first National Superintendent of the Year. Carter, who served as superintendent of the Norfolk Public Schools in Virginia for nine years, led ASCD's international expansion, advocating for the whole child and healthy school communities worldwide. Both Carter and Noguera started their education careers as teachers.
This event is more than a meeting. It is an opportunity to network with some of the most dedicated education leaders anywhere. Plan to come a little early. It's a moment you won't want to miss. Feel free to make reservations for friends and members of your family or education team.
