The biggest school district in Texas appears to be trying to take advantage of low teacher salaries in North Carolina.
In a classified ad listing in the Raleigh News and Observer, the Houston Independent School District (HISD) says "Calling all North Carolina Teachers!"   HISD is promising a starting salary of $46,805.  

Conservatives often claim they are big fans of school choice. I think they're wrong. I don't mean that I want to disagree with them using fluffy progressive liberal arguments. I mean that in the world of conservative values and goals, school choice really doesn't fit. Let me explain.
Resources and Inefficiency:  One of the assumptions of every choice system is that a choice system can operate for the same amount of money-- or less-- than the current system. This is clearly false. 

While the Teaching Channel proudly promotes the Common Core, it is far less forthcoming about the fact that its primary backer is the Bill & Melinda Gates Foundation - aka the philanthrocapitalist enterprise that has spent somewhere between $200 million and $2.3 billion to champion the Common Core State Standards in schools and in the political arena.

Two words can help you prevent learning loss this summer: enrichment and involvement. Academic delay that occurs over the summer is one of the greatest problems confronting teachers each fall. In fact, when your children return to school, they may have experienced such learning loss during the summer, that they will need to spend several weeks catching up to where they once were academically. 

The Business Roundtable announced last month that its #1 priority is the full adoption and implementation of the Common Core standards. The U.S. Chamber of Commerce is likewise making a full-court press to advance the Common Core. Major corporations have taken out full-page ads to insist that the Common Core must be adopted. Many leading figures in the Republican party, like Jeb Bush, have led the charge for Common Core, as have entrepreneurs like Joel Klein. And the project has become a centerpiece for President Obama's Department of Education.
