No tax rate increase
Board calls for $70 million bond referendum May 7
 
Dickinson ISD voters will be asked to consider a $70 million bond referendum on Saturday, May 7 to allow the school district to build a second junior high school.
 
The proposed bond would not result in a tax rate increase and would be covered through debt the district has paid off, rising home values and increased commercial and residential growth in the district.
 
The district currently has one campus, McAdams Junior High School, which all students in Dickinson ISD in grades 7-8 attend. As the district's student enrollment has continued to increase, enrollment at this campus has grown to 1,550 students, including 100 plus new students just in the past year.
 
The Board of Trustees approved calling for the bond referendum, which came from a recommendation of the district's Facility Task Force Committee. This committee consists of more than 50 members representing a balanced mix of community patrons, parents, district administrators and other Dickinson ISD stakeholders. The committee has been working for several months to evaluate the district's enrollment trends and considerations for facility needs to address a growing number of students.
 
Dickinson ISD has seen a growth of 4,000 students over the past decade, increasing from 7,000 students to just short of 11,000 students this school year. This number is expected to continue to rise as more housing developments are underway on the west side of the school district and in the Lago Mar subdivision just starting near Tanger Outlet Mall.
 
"The district's Facility Task Force believes our most pressing concern at this time is at the junior high school level, where we have 1,550 students currently enrolled in a campus built for 1,250 students," said Superintendent Vicki Mims. "Demographer reports show the junior high enrollment increasing by at least 200 students by the time a new school could open."
 
If the bond is approved, the proposed junior high would be constructed on property the district already owns on FM 3436, also known as Strom Road. The earliest the school could open would be August 2018.

Work is moving along on Dickinson ISD's new Lobit Education Village as construction crews are steadily making progress to have it open for students in August. While construction may be the obvious sign of a new school coming, there are many other essential tasks that are in the works to make sure everything is in place for a smooth first year at Louis G. Lobit Elementary and Elva C. Lobit Middle School.

The Board of Trustees recently approved principals for the new campuses, who begin work this month to guide the opening of the new schools. Stephanie Williams is the new principal for Lobit Elementary, while Terri Bruce will lead Lobit Middle School as principal. Both educators bring with them valuable experience in opening a new school which will help them in the months to come.

Williams has worked in Dickinson ISD for 19 years, starting as a paraprofessional and then serving as a pre-kindergarten and kindergarten teacher before becoming assistant principal and principal. She helped opened San Leon Elementary in Dickinson ISD nine years ago as the assistant principal and was promoted to principal seven years ago.

Williams said one of the most important things in opening a new campus is creating a culture of community and high expectations. It is important to set a positive tone from the very beginning, she added.
 
She said working so closely with another principal at the middle school level has many academic benefits such as building great vertical alignment from one school to the next.

 "Helping implement the education village concept in Dickinson ISD is very exciting as I get to work so closely with the middle school principal to build a great vertical alignment from pre-kindergarten through sixth grade," said Williams. "It is a unique opportunity for our families to have a seamless transition from elementary school to middle school."
 
Bruce has 26 years of education experience, most recently as an intermediate principal for the past four years in Friendswood ISD. During her time as an educator, she has served as a teacher, Instructional Technologist, assistant principal and principal. Bruce will bring with her experiences as a principal in Alvin ISD where she opened a new campus for students in pre-kindergarten to sixth grade.

 "I am thrilled to be a part of Dickinson ISD's educational village concept. Opening a new school and being able to foster a positive learning environment from the ground up is exciting. But what makes this experience even better is the partnership between these two schools. By working closely with the elementary principal we will be able to provide vertically aligned academic instruction for all students and create an easy transition from elementary to middle school," said Bruce.

 Williams and Bruce will have a wide range of things to accomplish this semester and into the summer as they work together with a team of administrators to make staffing decisions, order supplies and equipment and plan for effective instruction for all students.
