2015 Kansas Legislature Faces Budget Crisis

 

The State of Kansas must cut $280-million from its budget before July just to be dead broke with a balance of zero in its checking account. And the 2016 budget which will start July 1 looks to be nearly $600-million short. And a panel of judges just ruled that the Legislature is underfunding schools and may need to put another $548-million into K-12 spending.

 

The huge budget hole is caused by the massive income tax cuts Governor Sam Brownback and the Legislature approved in 2012. Some suggest the way out of the holeis to reverse the income tax cuts. But it appears Governor Brownback and the GOP dominated Legislature will not do that.

 

Governor Brownback is proposing to fix the immediate problem in part by transferring $95.7-million out of the state Highway Fund and another $55-million out of fee funds that the Department of Health and Environment receives in the form of rebates on pharmacy medications purchased through Medicaid. It also calls for cutting the state's contributions to the state pension system by $40.7-million over the next six months.

 

The longer term fix proposed by the Governor will come January 15 during the State of State Address. But Governor Brownback is already saying he wants to keep cutting taxes. Some GOP senators however are floating proposals to backtrack on some of the income tax reductions along with eliminating sales tax exemptions and raising alcohol, tobacco and gasoline taxes.

 

But there will be service cuts because the numbers suggest the $6.3-billion general fund budget will shrink to $5.8-billion. A major concern is that those service cuts at the State level will be shifted to local governments to pick-up and pay for. There's also concern that lawmakers will take even more promised funding intended for local government.

 

While the Unified Government has lost tens of millions of dollars in promised and legally obligated State funding over the past several years, there is still a lot of money which could be targeted by the Kansas Legislature to help fill the budget hole at the State level.

Community Development Workshop

 


The Community Capital Fund is partnering with Greater Kansas City LISC and Communities Creating Opportunity (CCO) for the 3rd Annual Community Development Workshop to be held on Saturday, January 31, 2015 at the Kauffman Foundation Conference Center.

 

The Community Development Workshop provides a unique opportunity to connect neighborhood associations, nonprofits, public agencies, residents, and other community stakeholders from the urban core to resources. Kansas City residents and organizations learn new tools and best practices for neighborhood-led initiatives, share insights on how to best address issues and opportunities in their communities, and develop new means for collaboration and cooperation.

 

The is the first year the workshop has been open to both Kansas and Missouri neighborhood and organizations. The event is free to attend through advance registration. However, "SPACE" is limited.

 

Through partnerships with Greater Kansas City LISC and Communities Creating Opportunity (CCO), CCF is bringing several new features to the Community Development Workshop in 2015. The workshop includes the popular interactive panel sessions and facilitated table networking will be featured along with a brand new community project mapping tool, and a keynote speech and conversation with Joyce Perkins, co-founder and former Executive Director of the acclaimed Los Angeles Neighborhood Initiative (LANI).

Panel session topics include:

  • Leadership for Neighborhood and Youth Engagement
  • Creative Place Making
  • Crime and Safety in Neighborhoods and Commercial Corridors
  • Building Partnerships and Collaborating with Others

KCKPD Announces New Promotions

 

A number of Kansas City Kansas Police Department promotions will take effect on January 8, including:

 

Major Tyrone Garner will be promoted to the ranof Deputy Chief. Major Garner has served His most re cent assignment was in the Bureau of Operations as the Executive Officer and for the last three months he has served as the Acting Assistant Chief of Police in the Services Bureau. the community of KCK for 27 years and has held the rank of Major for 8 years.

Captain Rodney Smith will be promoted to the rank of Major. Captain Smith has served the community of KCK for 27 years and has held the rank of Captain for 11 years. He currently serves as the commander of the Internal Affairs Unit. 

 

Captain William Howard will be promoted to the rank of Major. Captain Howard has served the community of KCK for 32 years and has held the rank of Captain for nine years. He currently serves as a field commander in the Bureau of Operations.

 

 

Captain Solomon Young will be promoted to the rank of Major. Captain Young has served the community of KCK for 20 years and has held the rank of Captain for eight years. He currently serves as a field commander in the Bureau of Operations.

 


 

Detective Michael Vivian will be promoted to the rank of Captain. Detective Vivian has served the community of KCK for 20 years and has held the rank of Detective for 10 years. He currently serves as a field commander in the Bureau of Operations.

Martin Luther King, Jr. Holiday Celebration

 

The Reverend Doctor Forrest E. Harris, president of the American Baptist College located in Nashville, Tennessee, will be the keynote speaker for the 2015 Kansas City, Kansas Martin Luther King Jr. Holiday Celebration. Addressing the theme, "Hands Up for Peace; Hands Up For Justice; Hands Up For God!",Dr. Harris will deliver his keynote messageat 11:00 a.m. on Monday, January 19, 2015, at the Jack Reardon Civic Center located at 500 Minnesota Avenue in Kansas City, KS.

 

Dr. Forrest E. Harris is nationally recognized as being one of the most progressive scholars, theological educators and visionary for prophetic Christianity in the Black Church tradition. Dr. Harris holds a Bachelor of Arts (B.A.) degree from Knoxville College, a Bachelor of Theology (Th.B.) degree from American Baptist College, Master of Divinity (M. Div.) and Doctor of Ministry (D. Min.) degrees from Vanderbilt University Divinity School where he was a Benjamin E. Mays Fellow and recipient of the Florence Conwell prize for preaching. Over the past 30 years as a former pastor, branch president of the NAACP, leader of numerous community activist projects, director of Black 2 Church Studies at a major university, a respected preacher teacher and lecturer, Dr. Harris is accredited the distinction of making a significant contribution to the academy and the church by bridging academic theology with the practical ministry needs of the church.

 

Dr. Harris is the son of Mr. and Mrs. W.T. and Sallie Mae Harris of Memphis, Tennessee. He has a twin brother and seven other sisters and brothers. He is married to Jacqueline Borum Harris, and they have four children; Kara, Elliot, Jr., Morgan and Alexis.

 

The King Holiday Mass Celebration and Motorcade/March for Hunger will be held on the actual holiday, Monday, January 19th, 2015. The Motorcade will start assembling at 9:00 a.m. and will depart promptly at 10:00 a.m. from the Mt. Zion Baptist Church, 5th & Richmond. It will take a select route through the community and will arrive at the Jack Reardon Civic Center, 5th & Minnesota, in time for the Mass Celebration. The Motorcade For Hunger is being assisted through the motorcade coordinator, Frank Lavender with the assistance of the Prince Hall Lodge/ Widow's Sons Lodge # 17, United Way, and Youth Build. Shuttle Services are being planned.
