Korean Officials Visit KCK
A delegation of officials from South Korea visited Kansas City, Kansas to learn about the Unified Government's recent success with economic development projects.
They spent part of the day touring the Kansas Speedway, Hollywood Casino and the development in Village West, which represents some of the most successful economic developments ever built in the State of Kansas. Mayor Pro-Tem Hal Walker greeted the group of about 16 dignitaries who represent local governments in South Korea. They also watched a documentary in the Commission Chamber on the consolidation of the city and county governments.
"Visiting with local government officials from South Korea reminded me just how universal are the contemporary challenges of governance. They struggle with their own version of power sharing with a central government, or as we refer to it in this country "federalism". They deal with similar issues around "unfunded mandates". They struggle to identify potential legitimate revenue sources to address the various issues that challenge their communities. They struggle to legislate away abuses of power, nepotism, corruption and unproductive intergovernmental rivalries and create affirmative legislation that maximizes effective, efficient, responsive and transparent government at a local level," says Assistant County Administrator Gary Ortiz, who assisted with the coordination of their visit and tour in KCK.
The South Korean visit is part of international program provided through the Asian Affairs Center/Missouri International Training Institute at the University of Missouri. The overarching theme of the visit is U.S. Local Government Best Practices and Policy Programs with a sub-theme of Regional Development.

Fishing Season Begins at WyCo Lake
After being postponed two weeks due to the frozen lake, the weather was beautiful Saturday for the Parks and Recreation's annual "Opening Day for Fishing" event at Wyandotte County Lake Park.
When the gates opened at 6:00 a.m., anglers headed to their favorite spots in hope to make that big catch of the day. There were many who were pleased with their catches. Even first time fishermen were able to reel in a few trout.
Fishing permits are still available for sell at Cabela's, Minnesota Bait, Legends Walmart, Bonner Springs Walmart and the Parks and Recreation Administrative Office. For more details or information please call 913-573-8327.
Not only did the anglers take advantage of the nice weather this past Saturday, but 150 participants signed up to compete in the 5K or 10K race, hosted by the Trail Nerds. All trail nerd events allow participants to race with their dog on a leash.

KCK Projects Receive Capstone Honor
Horace Mann Renovation and Cerner Continuous Campus were two Kansas City, Kansas projects that were honored with the Capstone Award this year.
The Kansas City Business Journal's Capstone Awards honor the metropolitan area's outstanding real estate and development projects. The winners are chosen by a panel of judges from applications submitted in a variety of categories, from adaptive reuse and green design to multifamily and retail.
The Horace Mann Renovation Project involved the conversion of the former three-story Horace Mann Elementary School into 30 luxury residential lofts. The Cerner Continuous Campus Project involved the construction of two eight-story office towers in the Village West area to house Cerner's health information technology services engineers and support staff.

UNITED WAY Fundraising Effort
Many of you are already aware of the various efforts the U.G. has put into place to benefit United Way. A NEW fundraising initiative is the creation of a cookbook compiled of recipes submitted by U.G. employees to be professionally published and ultimately sold for a purchase price of $10. This is a fun way for you to get to share your culinary favorites with your fellow employees and benefit a worthwhile cause all at the same time. Consider it a great gift idea!!

WyCo Ethnic Festival
Music, dancing and ethnic foods will fill the Athletic Field House 11:00 a.m. - 5:00 p.m. Sat., April 12 at 7250 State Ave., Kansas City, Kansas for the Fifth Annual "Wyandotte County Ethnic Festival: A Human Family Reunion."
More than 50 organizations, countries, and ethnicities from Wyandotte County will be represented at the festival Admission to the festival and parking is free. Over 1,000 people attended the festival last year.
In the food court area located at the entrance of the building will be delicious ethnic foods from West Africa, and Kenya, as well as "Soul Food" prepared by the Renewed Hope Christian Church. This will be the best year ever for ethnic foods as students from the Culinary Arts Program at KCKCC will be preparing and serving Italian, Iranian, and Brazilian dishes as directed by Chef Richard McPeake. There will be free filtered water and mint tea. The Creative Children's Corner will be located on the inside right of the building this year. There will be plenty of activities coordinated by Barbara Clark-Evans, Director of the Intercultural Center at KCKCC, and Dr. Hira Nair, Professor of Social and Behavioral Sciences, and her students majoring in education. Gene Hernandez will be walking around all day providing his remarkable brand of magic and balloon artistry for all the children and adults who would be children.

Road Closures
Based on information provided by both the UG's Public Works Department and the Kansas Department of Transportation (KDOT), we are able to provide motorist living in Wyandotte County an update on road and highway projects.
This information can be useful to prepare individuals, commuting to and from work, with early warnings on minor delays. This also encourages motorists to use alternate routes due to land and ramp closures.

118th Street Bridge Project
A project to construct the new 118th Street Bridge spanning over I-70 in Kansas City and Bonner Springs in Wyandotte County began Monday, March 10th. This is Phase 2B construction for the ten-phase ultimate K-7 and I-70 Interchange Project. Phase 2B project work includes construction of a new 118th Street Bridge over I-70 (currently 118th Street runs under I-70), construction of a retaining wall on the seventh green at the adjacent golf course, and relocation of a 60-inch Water One utility water line. Work will take place Monday through Friday between 7:00 a.m. and 5:00 p.m. daily.
Crews will install traffic control signage during the week of March 10-14. Then beginning on Monday, March 17, 118th Street from Riverview Avenue to Speedway Boulevard will be closed to all traffic throughout the project duration. A marked detour will be provided via 110th Street. Access to Sunflower Hills Golf Course will remain open during the project duration. For golf course access, drivers will continue on Riverview Avenue to Tom Lally Drive.
Eastbound and westbound I-70 traffic will remain in two lanes each direction, except for periodic lane closures. Traffic will be directed via signs, cones and arrow boards through the project work zone. Advance message boards will alert traffic to the lane and bridge closures. Updated traffic information for this bridge project can be viewed online: www.ksdot.org/kcmetro/laneclose.asp. Drivers should expect minimal delays and must use alternate routes during the roadway closure.
Phillips Hardy, Inc. (Columbia, MO) is the primary contractor on this bridge project with a total contract cost of $5.476 million. The scheduled completion date for the entire project is mid-November 2014, weather permitting.

I-435 Bridge Joint Replacement Project
A Joint replacement project began last Monday, March 10th, for the Riverview Road Bridge over I-435 and the southbound I-435 Bridge over Wolcott Road in Kansas City (Wyandotte County). Project work includes the replacement of the bridge joints on both structures. Work will take place during daylight hours, Monday through Friday, with some occasional Saturday work.
Beginning on Monday, March 10, the Riverview Avenue Bridge over I-435 was CLOSED to all traffic, 24/7 round the clock, for joint replacement work. A marked detour will be provided. Traffic will detour via 102nd Street and 98th Street to Kansas Avenue to cross back over I-435. Project work on this bridge is scheduled to be completed by late March 2014.
Beginning at 9:00 a.m. on Monday, March 18 thru mid-April 2014, southbound I-435 over the Wolcott Road Bridge will be reduced to ONE OPEN LANE (just north of K-5), 24/7 round the clock. Then sometime in mid-April 2014, southbound I-435 over the Wolcott Road Bridge will be reduced to TWO OPEN LANES (one additional lane will be reopened) throughout the duration of the project.
Advance message boards will alert traffic to the southbound I-435 lane closures. Traffic will be directed via signs and cones through the project work zone. There will be a 60 mph posted speed limit through the project work zone throughout the duration of the project. Drivers should expect minor delays during peak commute times.

The Kansas Department of Transportation urges all motorists to be alert, obey the warning signs, and "Give 'Em a Brake!" when approaching and driving through the project work zone.
PCI (St. Paul, Minnesota) is the primary contractor on this bridge joint replacement project with a total contract cost of $289,000. The scheduled completion date for the entire project is early June 2014, weather permitting.

I-70 Tower Lighting Replacement Project
A project began last Monday, March 10th, to replace the tower light poles located along I-70 from 38th Street to 10th Street in Kanas City (Wyandotte County). Crews are installing new tower lights at the I-70 interchanges to replace the existing tower poles which are dated and worn. Work takes place during daylight hours (7:00 a.m.-5:00 p.m.) Monday-Friday.
The majority of the project work occurs beyond the shoulders on the highway right of way along I-70. There may be occasional lane and shoulder closures between the non-peak times of 9:00 a.m. and 3:30 p.m. or during the evening hours, Monday-Friday.
Drivers should expect minimal delays throughout the project duration. Updated daily traffic information for this project can be viewed online at: www.ksdot.org/kcmetro/laneclose.asp.
