"I am delighted to be able to announce the release of the first EuroPris newsletter. This newsletter signals an important milestone in the development of EuroPris as an organisation that aims to be a 'one stop shop' on European prison matters. In our bi-monthly newsletter we want showcase the work we are doing and circulate this to a wide network in the prisons and corrections arena. We aim to assist where possible in developing and advancing correctional services across Europe and promoting collaboration and co-operation between different jurisdictions

The European Prison Network
EUROPRIS' EUROPEAN NETWORK
  

EuroPris does not only focus on their members, the public institutions that provide prison and correctional services, but also intends to connect to organisations/initiatives/platforms working in the field of corrections and prisons. These connections should not only contribute to the widening of EuroPris' network, but also help to strengthen each organisation and further improve and stimulate the exchange of knowledge and best practice in Europe. Most recently, organisations EuroPris has been collaborating with include but are not limited to CEP, EPTA, EPEA, EPRF, Criminal Justice Platform and Eurochips.

EUROPRIS EXPERT GROUPS 2013/2014

 

Framework Decision 2008/909/JHA - Transfer of Prisoners

Since 2012, EuroPris has been exploring the impact of the transfer of prisoners under FD 2008/909/JHA to examine the challenges and obstacles in implementing the legislation and undertaking practical transfers as well as the subsequent lessons learnt. EuroPris has already and will continue to provide recommendations on how to progress, how Member States' implementation can be supported and importantly, how the organisation aims to support the European Commission in speeding up the process of implementation.

 

EuroPris have published a report detailing conclusions and recommendations from an expert group comprising members of European jurisdictions with regards to the exchange of prisoners under the Framework Decision 909. - Link to report

ICT in Prisons
EuroPris hosted a workshop in London on 24th-25th April 2013 to bring together learning and expertise in the field of ICT in prisons. Breakout groups during the workshop discussed 4 main topics: Enterprise mobility, electronic monitoring, infrastructure for inmates and offender management systems. Recommendations for future work will be implemented wherne relevant. It is anticipated this will become an annual event preceded by smaller working groups to determine topics for discussion and issues to be addressed. We are seeking input from colleagues on the topics for next years ICT workshop, to have input please follow this link and contact us with your choices.   
As part of EuroPris's commitment to enhance their profile during 2013/2014 and assist correctional services across the EU where possible in developing their services, the EuroPris board also specified other priority areas to be focused on by the organisation.

 

Staff training and development

Workshop planned for December 2013 as an outcome of an affiliation agreement with the CEP to organise an annual joint event.  A preparatory meeting with representatives from Norway, Scotland, Slovenia, The Netherlands and the European Prison Training Academies will take place on 20th September in Utrecht to formulate the specific needs for staff training and development that the workshop should address.

 

Research and Statistics

Exercises will be introduced to gather data concerning input, throughput and output from each country that will provide for the benchmarking of key information across jurisdictions in order to improve the quality of detention. The EuroPris Knowledge Management System is in development to aid this work. This system allows organisations to contact EuroPris with a query or request for information. EuroPris will then send a note across its network to ask for responses to these by a specific date. Respondees will have access to all responses and can collate the information as applicable to them.

 

Victims Support

EuroPris, Victims Support Europe, European Forum for Restorative Justice and CEP (combined to form the Criminal Justice Platform) organised a workshop in Barcelona on 18th-19th June 2013. The platform's joint objective for the coming two years is to support the implementation of the European Victims Directive. The workshop focused on the exchange of experiences with regard to 4 articles of the directive: communication, change of culture, restorative justice and training of professionals.
