Investing in Justice
Legal Aid for Survivors of Sexual Assault

One in five women and one in 20 men in Texas have been sexually assaulted at some point in their lifetime, according to the Texas Association Against Sexual Assault (TAASA). Over 90 percent of Texans who have been sexually assaulted did not report to law enforcement.

The Texas Access to Justice Foundation, the largest source for legal aid funding in the state, is administering $10 million in funding from the 84th Texas Legislative Session for legal aid for sexual assault survivors for the 2015-17 biennium. The Legal Aid for Survivors of Sexual Assault (LASSA) program is a new and vital network of services now available to survivors of sexual assault in Texas who qualify for legal aid. The funds are distributed by the Texas Access to Justice Foundation to nine non-profit legal aid organizations that cover the entire the state.

This is the first collaborative effort to ensure critical civil legal services for survivors are available from anywhere in Texas. Representation by legal aid programs, which have done an admirable job advocating for survivors in the domestic violence arena, has not been widely available for Texas sexual assault survivors. Only a handful of legal aid offices have had sufficient resources to screen or prioritize services to survivors of non-intimate partner sexual assault, who comprise the majority of sexual assault survivors.

Program-Related Investments
Will New Regulations Result in Greater and Better Use?

Final regulations concerning program-related investments (PRIs) were published and made effective on April 25, 2016, providing private foundations with additional varied examples of how they can use PRIs to further their charitable missions. While PRIs are vastly underutilized, many commentators believe recent changes in how the law is administered will encourage more use of PRIs and change the competitive playing field for philanthropic dollars.

Dedication of New Rescue Vehicle
To Protect Oklahoma's Animals

On the anniversary of the deadly EF-5 tornado that devastated the city of Moore, Oklahoma in 2013, killing 24 people, destroying more than 1,000 homes, leaving hundreds of animals lost, frightened and hungry, American Humane Association, the country's first national humane organization and the local Kirkpatrick Foundation are teaming up to help protect Oklahoma's animals in the future.

A giant 50-foot-long animal rescue truck to help Oklahoma's animals caught in tornadoes, floods, other natural disasters and cruelty cases was unveiled at the New York Stock Exchange May 9 and debuted on the campus of Oklahoma State University-Oklahoma City on May 20.

The gift comes as part of the 100th anniversary of American Humane Association's animal rescue program.

Philanthropic Partnership Conserves Powderhorn Ranch

Thanks to an innovative partnership involving state government and private philanthropic organizations, one of the largest remaining tracts of unspoiled coastal prairie in Texas has been conserved for future generations. A multi-partner coalition, led by the Texas Parks and Wildlife Foundation (TPWF) purchased the 17,351-acre Powderhorn Ranch along the Texas coast in Calhoun County in 2014.

Safeguarding this natural treasure has been contemplated for more than 30 years by several organizations including The Conservation Fund, The Nature Conservancy and the Texas Parks and Wildlife Department. These organizations, along with the National Fish and Wildlife Foundation (NFWF), and TPWF are playing a critical role in the acquisition and long-term conservation of this property. TPWF is spearheading the fundraising effort and is stewarding the property until it is turned over to the Texas Parks and Wildlife Department in a few years.
