Illinois Health Connect held its 7th annual quality conference September 19 and focused on the health insurance marketplace.  October 1 marks the opening day for enrollment in the exchanges.  On that day, the six Illinois health insurance plans will unveil their offerings for coverage that begins January 1, 2014. "Estimates are that as many as 500,000 Illinoisans will be enrolled in 2014," posited Ledia Tabor, director of quality solutions for NCQA.   Illinois AFP leaders attending included Alvia Siddiqi, MD, medical director of Illinois Health Connect and IAFP second Vice President; Carrie Nelson, MD, president; Edward Blumen, MD, president-elect; Donald Lurye, MD, board member; and Arvind Goyal, MD, medical director of Illinois Department of Healthcare and Family Services and member of the Illinois AFP Public Health Committee.

Pediatric Obesity

Dr. Goyal also hosted a meeting Sept 17 of medical advocates to explore how to increase diagnosis, treatment and prevention of pediatric obesity for children covered by Medicaid.  Goutham Rao MD, chair of the IAFP Obesity Workgroup and Rashmi Chugh, MD, chair of the IAFP Public Health Committee provided a family medicine perspective to the conversation.  HFS will be releasing a provider notice soon that details how physicians can provide and get paid for more intensive counseling to children at risk for obesity.  The notice will also describe a quality improvement piece that will help physicians to evaluate progress for each patient.

 

Orgain gives testimony at Chicago hearing on Menthol

At their August 21st meeting, the Chicago Board of Health adopted a resolution calling for action one menthol flavored tobacco products in Chicago. In response to the Mayor's call for action on this critical issue, the Chicago Board of Health and the Chicago Dept. of Public Health are hosting a series of town hall meetings in September to identify innovative, community-driven solutions to reduce menthol cigarette use among Chicago's youth.  IAFP Past President Javette C. Orgain, MD, MPH testified at the September 17th hearing at the Center on Halstead.  She told the Board, "Here at the local level, I urge the Chicago Department of Public Health to immediately implement a public education campaign against Menthol cigarettes, highlighting the addictive nature. That campaign must attack and counteract the tobacco industry's tactics that make menthol so appealing to our most vulnerable patients." You can read her entire testimony.

Breakfast CME Symposium by the NJAFP

Then on Friday, September 27, please join the New Jersey AFP for a special Breakfast CME symposium; Using  Spirometry in the Diagnosis & Management of COPD*.  This hands-on session, designed and produced by the NJAFP, will provide an update on the diagnosis and management of COPD through the use of spirometry. At the conclusion of the program participants should be able to apply the clinical guidelines for the diagnosis and management of COPD to patient care, use spirometry and screening questions to diagnose COPD in its early stages and interpret spirometry results, and use shared decision-making when communicating with patients about their disease .

Medicaid Update

The Medicaid Advisory Committee (MAC) to Illinois Department of Healthcare and Family Services (HFS) Director Julie Hamos met September 12 to update healthcare providers and advocates about the Medicaid expansion under the Affordable Care Act and the implementation of the Medicaid care coordination strategy.  Renee Poole, MD, IAFP First Vice President, is IAFP's representative on the MAC.  Starting October 1, those eligible for Medicaid expansion will be able to enroll for services to begin January 1, 2014.  An earlier version of Medicaid expansion, County Care (run by Cook County Hospital and Health Systems), has enrolled more than 100,000.  The September-October edition of Family Physician pages 12-15 includes more in depth information on the Medicaid care coordination strategy.  Care Coordination Entities (CCEs) and Accountable Care Entities (ACEs) are the first new Medicaid innovations to provide more intensive care coordination services for the general Medicaid population.  CCEs and ACEs will serve focused geographic areas.

 

Training on the Marketplace for you or your staff

EverThrive  (formerly the Illinois Maternal and Child Health Coalition) is doing four-hour presentations to build awareness about the Illinois Marketplace.  This does not qualify persons who attend to be marketplace Certified Application Counselors but would be a "Marketplace 101" course.  Attendees will be equipped with information on how to connect communities to coverage.  Here is list of presentations.  Plans are underway for more presentations statewide in first quarter 2014. 

 

Illinois Medicaid Fee Schedule for 2013-14 Primary Care

This is the new fee schedule for primary care Illinois Medicaid, under the Affordable Care Act.

Exciting quality improvement opportunity for two more family physicians practices in Northeastern Illinois

The Evolution of Anticoagulation Management with an initial focus on atrial fibrillation (TEAM-A) is a competency-based initiative to reduce stroke and other complications associated with thrombus formation through continuing education and quality improvement activities that result in optimal anticoagulation management. Telligen, Illinois' Medicare Quality Improvement Organization, is one of ten organizations collaborating on this multi-institution initiative.  Telligen will bring practice facilitation and CME resources directly to two more family physician practices in Northeastern Illinois as part of this initiative.

 

These resources are available at no cost and include an onsite nurse practice facilitator for 4 to 6 weeks in your office, two CME offerings (one is a live lunch n' learn with expert clinical faculty) and a patient registry if one is not available through your EHR or other registry product.  The education content focuses on assessment and appropriate antithrombotic therapy for your patients with atrial fibrillation, including the use of the new class of drugs recently approved by the FDA for management of patients with this condition.

The Diagnostic and Statistical Manual of Mental Disorders (DSM) is used nationally and internationally to provide standardized criteria for clinical and research use.
