State Government Relations

Medical License Legislation Passes the General Assembly

SB 622 put forward by Senate President John J. Cullerton passed the Senate on Feb. 14th by a vote of 38-19 and just passed the House by a vote of 65-49 yesterday. It now awaits the Governor's signature.

The bill will raise doctors' license fees from $300 to $700, but the fee will drop to $500 in 2018. The license would be good for three years. The proposal also included a temporary $6.6 million transfer to the medical unit of the state's licensing agency which will allow the unit to reverse recent staff reductions in order to begin processing licenses again.  Testimony on the House floor indicated that the processing delays will range from 30-45 days once the bill is signed into law.

For full details, please link to the actual legislation.

Update on Medicaid-Medicare parity payment rates:

The Affordable Care Act requires that Medicaid payment rates for Primary Care be equal to Medicare in 2013-14, with federal funds to pay the difference. The Illinois Dept. of Healthcare and Family Services (HFS) finalized and posted the attestation form and provider notice. Their plan is to pay the enhanced portion of the payment as an adjustment separate from the claim and they expect initial adjustment processing, which will pay the enhanced payments back to January 1, to be done sometime this summer.  After that, they will be processed on a regular basis. Link to the Provider Notice with details and links so you can get started with the Attestation process.

County Care Information

Did you know that early Medicaid expansion in Cook County is already in effect?  Here are the basics on CountyCare.

CountyCare is provided for through the Affordable Care Act. CountyCare allows Cook Co. Health and Hospital Services to enroll tens of thousands of currently uninsured people into this Medicaid Program. Coverage began January 1, 2013.

This provides a great opportunity and enormous challenge for the health system to transform care by creating patient-centered medical homes rather than relying on expensive and inefficient use of emergency rooms. The focus of the program will be primary care centric with all specialty care, diagnostic and inpatient services coordinated through the medical home.

Eligible people must:

  • Live in Cook County
  • Be 19-64 years old
  • Have income at or below 133% FPL
  • Not be eligible for the current Illinois Medicaid plan
  • Not be eligible for Medicare
  • Be either a legal immigrant for five years of more or a US citizen
  • Have a social security number of have applied for one

People can apply by phone 312-864-8200 or toll free at 855-671-8883.
