HHS Secretary Sebelius Visits Chicago

Erie Family Health Welcomes Gov. Quinn and Sec. Sebelius

Former IAFP board member Deb Edberg, MD who is also program director at the Northwestern-McGaw Family Medicine Residency Program joined Erie Family Health Center in welcoming U.S. Health and Human Services Secretary Kathleen Sebelius and Gov. Pat Quinn for a special announcement of the approval of the Illinois Health Insurance Marketplace.  This state-federal partnership will enable Illinois legal residents and small businesses to evaluate and purchase health insurance as part of the Affordable Care Act.  Enrollment opens Oct. 1 and coverage begins Jan. 1, 2014.  IAFP resident and Public Relations Task Force member Santina Wheat, MD also participated in a guided tour for the governor and the secretary to showcase the residency program's federally funded teaching health center.  You can link to the full story on the residency's website.

 

Also that same day...

Ravi with Sebelius Ravi Grivois-Shah, MD of Oak Park was part of an SEIU-sponsored event at the Union Health with Secretary Sebelius and Gov. Quinn.  The focus was ACA implementation and what layoffs, especially public sector layoffs mean for health insurance coverage for those on the economic margins.  The doctors focused on the Cook County system and what the Medicaid waiver means to lower and middle income communities in Chicagoland.  Dr. Grivois-Shah commented on how patients who come in and out of employer-based insurance coverage fail to maintain continuity of care, using private hospitals when they have insurance, and County's Stroger Hospital when they don't.  This lack of continuity inhibits true preventive care and the work that a medical home can accomplish.

Renee Poole, MD talks ACA at UIC

IAFP board member Renee M. Poole, MD of Chicago presented to UIC students in the Urban Medicine Program as part of a summit on Advocacy on Monday Feb. 18.  Poole presented on the effect of the Affordable Care Act on physicians and their patients, with an emphasis on primary care.  Other IAFP members on the summit agenda included Thomas Huggett, MD, resident member Tina Wheat, MD from Northwestern McGaw, Susan Buchanan, MD; Steven Rothchild, MD and Andrew Dykens, MD.

 

Glen Aduana, MD visits Jackson Park FMR

Another board member, Glen Aduana, MD of Chicago visited the Jackson Park Hospital Family Medicine Residency program on Tuesday Feb. 19 to engage residents on IAFP and AAFP opportunities and membership benefits, as well as overview of the ACA and how it will impact their futures as family physicians.

 

IL AFP at the Ten State

IAFP board chair Michael Temporal, MD; president Carrie Nelson, MD; president-elect Michael Fessenden, MD; executive vice president Vince Keenan CAE and deputy EVP Gordana Krkic, CAE are all in New York City for the annual AAFP Ten State Conference sharing best practices and exploring issues with other chapter leaders from the northeast quadrant of the U.S. and with AAFP leaders and staff.

AAFP's National Conference of Special Constituencies (NCSC check out the meeting brochure).  We are still looking for a Minority Physician and International Medical Graduate (IMG). Several IAFP leaders and educators met with newly elected Congressman Rodney Davis (IL 13th-R) at the SIU Springfield Center for Family Medicine, which is a combined FQHC and family medicine residency training program.

The family physician team covered GME funding issues, Medicaid/Medicare payment parity, mental health care and primary care workforce issues.

 

Updates on Medical License Legislation

Two bills have advanced with respect to the situation with the Illinois Dept. of Financial and Professional Regulation.

 

Speaker Madigan, Majority Leader Currie and other House Democrats filed HB 193 House Amendment #1 which would transfer $6.6 million from the Local Government Tax Fund to the Illinois State Medical Disciplinary and raise licensure fees from $300 to $750 for a three-year  for physicians and from $100 to $250 for residents.  HB 193 Amendment 1 passed out of the House Executive Committee on Feb. 4, and remains on Second Reading in the House.

 

While the Senate passedSB 622, introduced by Senate President John Cullerton, SB 622 was amended in the House by Speaker Madigan with House Amendment #1 and is now on Third Reading.  SB 622 HA #1 keeps the licensure fee increase at $750 and includes a repayment from the Medical Disciplinary Fund.

 

IAFP is in favor of an immediate solution.  The following statement reflects this position of balance. While the Illinois Academy of Family Physicians has no position on the merits of HB 193, House Amendment #1 or SB 622, we recognize that delaying licensure renewal and not issuing new licenses is not an option.

AAFP presents ICD-10 Transition Webinar

AAFP Coding and Compliance Strategist, Debra Seyfried, will present a webinar, "The Transition to ICD-10on Wednesday, February 27 at 1:00 p.m. CST. This webinar will review the timelines for transition to the HIPAA 5010 transactions standards for electronic transactions, and the change from ICD-9 diagnosis codes to ICD-10. The webinar will also discuss the significant impact of these changes to all health care entities, how to prepare and plan to avoid delayed claims submission and payment, and provide an overview of the ICD-10 code set.

Tdap Parent letters

The Illinois Dept. of Public Health has provided a letter that providers can give to parents of school aged children outlining the Tdap requirement for students entering 6th-12th grades at any Illinois school.  As a result of the recent pertussis outbreaks in Illinois and nationwide, all students in those grades must have a current Tdap booster vaccination on record.  You can download and print the letter in English and Spanish.

The CDC has released the 2013 recommended immunization schedule for persons aged 0-18. Changes to this year's schedule include a combination child and adolescent schedule, and several new references and links. New this year is information on how to easily place the immunization schedules within your organization's website. Using this method, you can confidently display the current recommended immunization schedules and footnotes for your Web visitors. Find instructions and samples here.

The Adventist Hinsdale Hospital Family Medicine Residency Program has been awarded Level III status by the National Committee for Quality Assurance (NCQA).  This designation recognizes the highest standards in patient care by demonstrating the principles of the Patient Centered Medical Home (PCMH).  Programs and medical centers must demonstrate quality care on six standards:  Enhanced Access and Continuity, Identification and Management of Patient Populations, Planning and Management of Care, Self-Care Support and Community Resources, Tracking and Coordinating Care, and Measurement and Improvement of Performance. This is the first Illinois Family Medicine Residency Program to achieve this Level III status.  Their score was near-perfect at 99/100 points achieved.  Seven family medicine faculty - Clara Carls DO, Leslie Sleuwen MD, Zewdu Haile MD (Medical Director), Kate Gunnell MD, Rachel Klamo DO, Elizabeth Bockhold MD, and Tony Atkin LCSW provide comprehensive care to patients from DuPage, Cook, and Will counties.
